Research On The Participation Of The Grassroots Discipline Inspection And Supervision Organs In The Petition Governance

As an important part of social governance,complaint management plays an important role in the work of grass-roots party committees and governments,and a large number of human and material resources have been invested in complaint management in order to resolve conflicts.The complaint reporting is an important part of the complaint management work,and also the first pass for the discipline inspection and supervision organ to supervise and enforce discipline.The participation of the discipline inspection and supervision organ in different ways at different stages will directly affect the efficiency of the complaint management goal.Based on the public management theories such as citizen participation,social safety valve,and collaborative governance,this paper first introduces the current situation of the discipline inspection and supervision authorities in H District of Y City in participating in the petition governance from the basic situation of H District of Y City,the basic situation of discipline inspection and supervision authorities,the operation mechanism,procedures,models,practices,and results of petition governance,and focuses on the use of participatory observation,in-depth interviews,questionnaires,and other methods,Classify and describe the practice of discipline inspection and supervision participating in the handling of petition in the district,compare and analyze the differences in the effects of governance between different cases of petition,and find out the problems of grass-roots discipline inspection and supervision institutions participating in the handling of petition from the three aspects of governance level,governance resources,and governance synergy.Analyze the problems using the three theories of collaborative governance,citizen participation,and social safety valve,and summarize the causes of the problems.To sum up,although there are differences in governance effects,different ways of participation in different complaint cases are more conducive to resolving conflicts and solving problems,which is also the direction of joint efforts of the grass-roots discipline inspection and supervision organs.After analysis and research,aiming at the problems and reasons,this paper proposes to improve the construction of the petition governance system,establish the communication and coordination mechanism of the petition governance,clarify the macro idea of the petition governance,clarify the task orientation of the petition governance,and identify the direction and key points of the petition governance from three aspects:improving the mechanism of the petition governance at the grass-roots level,paying attention to the details of the petition governance work,and strengthening the construction of the petition governance team involved in the discipline inspection and supervision We should grasp the timing and pace of the petition governance,complete and strengthen the petition governance team,and summarize the experience and lessons of participating in the petition governance process from both theoretical and practical dimensions,with a view to providing reference for the grass-roots discipline inspection and supervision authorities to better participate in the petition governance,better play the political nature of the discipline inspection and supervision mechanism,improve the petition governance efficiency,and expand the research methods of public management.
