Research On The Problems And Countermeasures Of Grass-roots Discipline Inspection Petition

Since the 18th National Congress,the work of discipline inspection petition has been closely focused on the building of a clean party,a clean government and fight against corruption,strictly following the party’s rules,party discipline,the Constitution and other laws and regulations,and strictly enforcing the first procedure and the first threshold for strict supervision and enforcement of discipline,innovative Development while adhering to consolidation and deepening will play a more effective role in pushing forward the comprehensive and strict governance of the Party to further development.Since the reform of the supervisory system,supervisory committees at all levels have been set up one after another and co-operated with the discipline inspection committees at the same level,thus realizing full coverage of supervision over public officials exercising public power,and opening a new chapter in the work of Discipline Inspection Petition,but also a new challenge.On the one hand,the new era has made historic achievements in exercising strict governance over the party in an all-round way,the scope of discipline inspection and supervision work has become broader and the tasks more arduous,and higher requirements have been put forward for doing well the work of reporting letters and visits.On the other hand,as a "barometer" that reflects political weather and social conditions and public opinions,the high-level operation of reporting of discipline inspection and supervision letters and visits not only reflects the people’s trust and trust in discipline inspection and supervision organs,it shows that there is still a certain gap between the local anti-corruption work and the expectation of the masses.Based on the theoretical knowledge of public management such as citizen participation,Social Safety Valve and power supervision,this paper chooses z city of Shandong Province as the object of empirical study,this paper makes a realistic investigation on the work of letters and visits of Discipline Inspection and supervision in z city of Shandong Province.Through a series of work measures,the inflection point of disciplinary inspection and supervision letters and visits has appeared initially,but the development of Discipline Inspection Petition and supervision letters and visits is still facing certain difficulties.Through the 2016 to 2020 years of discipline inspection and supervision Petition related data analysis of the city’s discipline inspection and supervision letters and visits characteristics,on this basis,it is concluded that there are still problems in four aspects of letters and visits reporting,accepting letters and visits reporting,handling letters and visits reporting and visits reporting,as well as the staffing of disciplinary inspection and supervision teams in Z city,it also analyzes the four reasons behind the imperfect system and mechanism of the work of letters and visits,the lack of working ability of the discipline inspection and supervision departments,the misplacement of some people’s ideas about letters and visits,and the ineffectiveness of the basic-level propaganda of popularizing the general discipline and popularizing the law,on the basis of this,the author make some recommendations to perfect the work of discipline inspection petition,such as perfecting the mechanism of discipline inspection petition,accepting the reports of discipline inspection petition accurately,handling the reports of discipline inspection and visits efficiently,strengthening the publicity and education of popularizing discipline and law,and building a contingent of high-quality and professional cadres.
