After the 18th National Congress of the Communist Party of China,with the comprehensive deepening of system,each field in China has undergone profound changes.The trend of reforms brought the vitality,which promoted social civilization progress.Meanwhile the deep contradictions were appearing with the intensification of conflicts.These problems were submitted to the government’s petition agency,and the disciplinary inspection and supervision departments took up part of these problems.At the same time,after the reform of national supervision system,the objects and range of supervision departments increased,which created the new challenge,new changes,new range and new difficulties for disciplinary inspection and supervision departments.Disciplinary inspection and supervision petition reporting is the " barometer " of public.Whether disciplinary inspection and supervision departments could deal with the petition reporting problem will directly affect the enthusiasm of public participation and the quality and efficiency of work carried out by disciplinary inspection and supervision departments.Therefore,how to carry out disciplinary inspection and supervision of petition works efficiently,and increase the sense of acquisition and satisfaction of the people,are urgent issues that the disciplinary inspection and supervision departments needed to deal with.This paper adopts the literature research,case studies and on-the-spot interview investigations,applies the social governance,rights supervision,statistics and regulations and laws and selects District A of Suining City as the object to study and analyze three kinds of questions and the reasons created by those questions in the disciplinary inspection and supervision petition and reporting work.After the comparison with the “large-scale petition and reporting” of general government,this paper comes up with solutions and suggestions.This paper analyzes the main features of disciplinary petition and reporting work in District A.It was found that the total number of petitions and reports in A District is decreasing.Disordered petitions and petitions outside the scope of business,such as entangled petition,troubled petition,and leapfrog petition,still exist.The validity of petition,the quality and efficiency of letter acceptance,handling,and disposal were slow.After the 18 th National Congress of the Communist Party of China,people’s sense of expectation for the disciplinary inspection and supervision departments were stronger,the task of petition and reporting has increased,and the work of disciplinary inspection and supervision petition has faced more prominent problems through the further research.For example,the effectiveness of disordered petition was not obvious;the work quality is not high;the technical advantages of the reporting platform have not been fully transformed into working efficiency,etc.After the further analysis and combining relevant theories,it is believed that the reasons for these problems are: first,there are reasons for imperfect systems and mechanisms.For instance,the repeat petition and reporting resolving mechanism should be optimized,entangled petition,troubled petition,and leapfrog petition multi-cooperative governance mechanism haven’t built,the petition and reporting education leading mechanism outside the business is needed to innovating.In the second place,there are some reasons for the poor comprehensive business ability of petition and reporting work.For example,the efficiency of petition and reporting is low,selection and judgment of problem clues is inaccurate,the construction of petition and reporting team is needed to strengthen,the degree of inspection and handle is weak.In the third place,it attributes to the insufficient promotion of platform and weak skills guarantee.For example,the regional distribution of complaints and reports is uneven,the team structure is not good,the business guidance is insufficient,the platform function research and development technology is limited,and the platform deployment application guarantee is insufficient.This paper aims to solve the problems faced by the disciplinary inspection and supervision petition works in District A of Suining City under the new situation.The countermeasures and suggestions put forward are as follows: First,the system and mechanism for petition reporting should be improved.Secondly,the construction of self-ability in petition and reporting department should be strengthened and the working quality should be improved.At last,the application and guarantee of petition and reporting platform should be strengthened to take the advantage of information.
