Study On Reporting And Inspection Of Discipline Inspection And Supervision In Ningbo Under The Background Of Supervision System Reform

Under the background of the reform of the supervision system,the contents of the complaints and petitions of discipline inspection and supervision have changed greatly in terms of the object and scope of acceptance.This paper intends to introduce the theory of social safety valve and the theory of governance from the work of the complaints and petitions of discipline inspection and supervision in Ningbo,through the reform of the supervision system in Ningbo since then.The new problems and new situations encountered in the report of inspection letters and visits are analyzed,and the realistic ways to speed up the shift and upgrading of the report of discipline inspection and supervision letters and visits in Ningbo and improve the quality and efficiency are put forward.The first part is the introduction.First of all,the research background and significance of the discipline inspection and supervision letters and visits are expounded.Secondly,we analyze the viewpoints of experts and scholars at home and abroad,and analyze the existing problems.Finally,the main contents of this study are clarified.At the same time,it also introduces the three research methods of this paper,namely,literature research,survey research,quantitative research methods,and the basic theory used.The second part analyzes the current situation and the situation of Ningbo's discipline inspection and supervision letters and visits.Firstly,this paper studies the present situation of Ningbo's discipline inspection and supervision letters and visits report,and draws four conclusions:the total amount of Ningbo's discipline inspection and supervision letters and visits report has been running at a high level since the eighteenth year of the CPC,the trend of repeated visits to the higher level is obvious,some responsibilities are not clear enough,and the number of letters and visits outside the business has increased.Secondly,the paper summarizes the new situation faced by Ningbo's discipline inspection and supervision letters and visits report since the pilot work of the national supervision system reform was carried out,including the comprehensive reform of the supervision system,the comprehensive integration of institutional functions and personnel,the equal emphasis on disciplinary thinking and legal thinking,and the rapid increase of the workload of the letters and visits report.The third part summarizes the new problems arising from the new situation faced by Ningbo's disciplinary inspection and supervision letters and visits,and carries on the reason analysis.Firstly,this paper elaborates on the new problems from six aspects: the increasing number of complaints and reports from supervisors,the prevarication and guidance of some functional departments,the imperfect policy system,the fact that the supervisory committee has become "bottom-up" complaints and reports,the fact that complaints and reports have become high-risk posts,and the incompatibility of work tasks with the staffing of cadres and their own qualities.Secondly,the causes of the new problems are analyzed from five aspects: accelerating the pace of economic development and urbanization construction,impressing the masses by the supervisory committee,weakening the propaganda of pilot work,being in the exploratory stage of laws and regulations,and inconsistent understanding of the reformed policies by petitioners and visiting cadres.The fourth part puts forward five countermeasures for the new problems faced by Ningbo's discipline inspection and supervision letters and visits.The first is to establish and improve the corresponding laws and regulations after the establishment of the supervisory committee.Two,we should strengthen publicity to standardize the order of letters and visits.Three,integrate petition resources to achieve resource sharing.The four is to attach importance to the supervision and handling of petition.The five is to enhance the level of cadres of letters and visits.
