Grassroots governance plays an important role in safeguarding social stability,promoting social and economic development,and positively resolving conflicts in accordance with the law.Poor grassroots governance will directly affect the interests of the masses and the harmonious and stable development of grassroots society,which will be detrimental to China’s socialist modernization.Discipline inspection and supervision is a powerful tool to maintain party style and clean government,promote comprehensive and strict party management,and through strengthening power supervision,preventing corruption and other measures,it plays an important role in discipline the factor of "people" that plays a key role in grassroots governance,and then ensures that grassroots cadres are honest and conscientious in the process of grassroots governance,which is of great significance to enhance people’s satisfaction and trust and promote the benign promotion of grassroots governance.Although research on the importance and necessity of discipline inspection and supervision organs participating in grassroots governance has been carried out extensively,there is still a lack of specific research on this issue,especially in ethnic minority areas.This paper selects H County in the ethnic minority area as the research area,analyzes and studies the functions,problems and improvement measures of the discipline inspection and supervision system in grassroots governance through field investigation,aiming to explore how to make the discipline inspection and supervision system play a greater role in grassroots governance.The research shows that the problems in the role of discipline inspection and supervision in grassroots governance in H County are mainly in the following three aspects:first,the supervision process,including the low quality and efficiency of daily supervision and the lack of grasp of supervision work;Second,in terms of organizational performance of duties,there are problems such as lack of business handling and lax and untruthful work summary;Third,with regard to the contingent of supervision cadres,some supervision cadres have insufficient ability to perform their duties,do not have a strong sense of active supervision,the contingent of cadres is aging,and the brain drain is serious.In view of these problems,the study puts forward corresponding countermeasures and suggestions.The first is to restructure the work plan,improve the work rules and carry out unannounced inspections to improve quality and efficiency;Create a task list to concretize supervision and highlight work priorities.The second is to implement the due diligence assessment list and business processing list system,and sign and assign responsibility;The summary report is subject to the supervision of all departments and is reviewed regularly.Finally,strengthen ideological education and skills training for supervision subjects,and improve professional ability and supervision enthusiasm;Improve the incentive mechanism and strengthen the replenishment of reserve forces to strengthen the cadre ranks.
