| Agriculture is a fundamental industry that affects the livelihood of the nation.The report of the 20th Party Congress put forward the goal of accelerating the construction of a strong agricultural country,and the primary task to achieve this goal is to ensure national food security.Due to the natural weakness and multi-functionality of the agricultural industry,countries around the world usually adopt agricultural subsidies as a way to protect the interests of agricultural producers and support the development of their agriculture.Since 2016,District H of City Y has responded to the national deployment requirements and actively implemented the agricultural support protection subsidy policy,which has achieved certain success in agricultural development.After investigating the implementation of the agricultural support and protection subsidy policy in District H of City Y,which has been implemented for eight years,it was found that there are still problems in the implementation process,such as biased subsidy data collection and confirmation,low transparency in subsidy information disclosure,delayed and irregular subsidy payment,insufficient incentive effect of subsidy funds,and unclear responsibility for cultivated land protection.According to the comprehensive model theory of Sabatier and Mazmanian on the analysis of factors affecting policy implementation,the main reasons are as follows:firstly,from the perspective of the policy’s handling capacity,there are the diversity of subsidy objects increases the difficulty of implementation,and the adjustment range of the behavior of subsidy objects is large;secondly,from the perspective of the regulation ability of the policy itself,there are incomplete policies and supporting schemes,weak supporting policies and financial resource support,inconvenient use of the"one-card" platform,insufficient collaboration and synergy among implementing organizations,and incomplete configuration of execution personnel;thirdly,considering external factors beyond the scope of the policy,there is a lack of corresponding social and economic environment,insufficient policy publicity and guidance,and incomplete supervision mechanism for policy implementation.Therefore,to improve the implementation effectiveness of the policy,several measures can be taken.Firstly,we should further clarify the manageability of the policy by strengthening dynamic management and education and training of subsidy objects.Secondly,the execution ability of the policy from multiple dimensions can be enhanced in improving the policy and supporting schemes,improving relevant policies and financial resource support,optimizing the "one-card"platform function,promoting overall coordination among implementing agencies,and optimizing the allocation of implementing personnel.Thirdly,creating a good social and economic environment,increasing policy promotion and guidance,and improving the supervision mechanism for policy implementation should be taken to strengthen the benign driving force of variables outside the policy.These measures will effectively protect the fundamental rights of farmers and achieve sustainable development of agricultural production. |
