Research On The Implementation Of Policies For The Construction Of Beautiful Rural Demonstration Village

This paper takes the implementation of the construction policy of beautiful and demonstrative villages in P County,Shandong Province as the research object.On the basis of widely referring to the achievements made by scholars at home and abroad in this field,for one thing,this paper systematically summarizes the construction of beautiful and demonstrative villages in this county for the past ten years;for another,on the basis of sabatirMazmanian comprehensive model theory,this paper makes an in-depth analysis on three factors: the treatability of policy issues,the normative power of policy itself and other variables other than policy from the perspective of comprehensive model theory,explore the problems in the process of policy implementation,further analyze the causes of the problems,and put forward targeted countermeasures and schemes.Through extensive access to relevant materials and visits to relevant groups,it is found that by the end of 2020,P county has built 16 provincial,31 municipal beautiful and demonstrative villages,4 municipal beautiful and demonstrative areas.In the above villages,a total of 12 characteristic high-quality agricultural-product bases,1 provincial rural complex and 36 rural e-commerce outlets have been built;Truly achieve "household access",urban-rural sanitation integration,safe drinking water and full coverage of civilized practice stations in the new era,plant about 18000 mu of greening seedlings and add 1.5 million square meters of greening;The construction of 118000 toilets and 299 public toilets in the county,task of rural domestic sewage treatment and the clean heating task of 921 households were completed by fan out from point to area.But at the same time,there are still many problems in the process of building beautiful and demonstrative villages in P County,which need to be further planned and improved.For example,the work standards related to the establishment of demonstrative villages are not clear,the planning quality is not high,the mobilization and operation of lower level departments is not smooth,the resources required to be guaranteed are insufficient,the policy continuity is not strong,and the professional quality and ability of policy executors are not high.In order to solve the above problems,through the analysis of various factors and variables in the Sabatier—Mazmanian comprehensive model theory one by one,it is found that the causes of the problems are: the unique comprehensiveness and complexity of the construction of beautiful and demonstrative villages,the insufficient adjustment and supplement of policies,the poor communication and coordination between executive agencies,the low degree of cooperation of some target groups,the enthusiasm of policy executors is not high,the supervision and restriction mechanism is not perfect,and the environmental conditions required for policy implementation are not sufficient.In view of the above problems and reasons,this paper puts forward countermeasures and suggestions in three aspects: improving the operability of the policy,optimize the policy implementation environment and improving the policy supervision mechanism,in order to further improve the scientificity,clarity and coordination of the construction policy of beautiful and demonstrative villages,fully mobilize the enthusiasm of all parties,improve and enhance the effect of policy implementation.
