Research background: "above a thousand lines,below a needle",this is the most vivid and vivid description of the work content and current situation of grassroots rural cadres.The work of village cadres covers everything,including family planning,elderly care,conscription,poverty alleviation,environmental remediation,epidemic prevention and control,and other fields in villagers’ daily life.Whether the agriculture-related policies of the party and the state can take root in the countryside and benefit the farmers effectively depends on the rural cadres.Since General Secretary Xi put forward the policy concept of "targeted poverty alleviation" in 2013,the Party and the state have increased policy support for rural poor people.As the most direct implementor of poverty alleviation policies,village cadres are the "last kilometer" for implementing various poverty alleviation policies in a real sense.But in the process of policy implementation,village cadres sometimes specific policy itself into such as science,operability is not strong,constantly changing,village cadres lead to policy implementation caused by its deviation,involving multi-sectoral cooperation hand in hand in the poverty alleviation work in shuffle,the dispute caused by the uneven internal information,policy execution efficiency is low,The masses do not understand or support poverty alleviation policies.Research methods : The author of this paper has been engaged in poverty alleviation work in X Village from 2017 to 2020.During the nearly three years of living and living with local village cadres,he has personally participated in the great project of poverty alleviation and witnessed the process and effect of poverty alleviation policy implementation.In the review of related literatures and reference to relevant academic scholars,on the basis of the research content,together with the present situation of Fuyang city X village poverty alleviation policy implementation of comb,using literature method,interview method,questionnaire survey method,through the case analysis,further summarizes,policy subject subjectivity is stronger,some policy operability,strong scientific nature,the absence of policy regulation mechanism,The difficulties of poverty alleviation policy implementation are manifested by the constraints of grass-roots village cadres themselves and the negative social impact caused by the misunderstanding of poverty alleviation policy implementation.Findings and recommendations :The struggle against poverty is a great project for people’s livelihood,and overall it has been successful.However,the problems encountered on the road of exploration have also greatly consumed the energy and role that the policy should have played,in order to deepen the work of poverty alleviation in the POST-2020 era of X village,consolidate the existing achievements in poverty alleviation,and promote the effective link between poverty alleviation and rural revitalization,in this paper,the author applies the comprehensive model of policy implementation of Mezmanian-Sabatier to analyze the causes of the current situation of the implementation of rural poverty alleviation policies from the “Six variables”that influence the implementation of policies,policy Implementation should have clear cause and effect,strengthen the role of policy implementation supervision mechanism,and make long-term plans to improve the overall quality of cadres at the grass-roots level,to create a sound social and economic environment and other six aspects put forward countermeasures and suggestions to improve the implementation of poverty alleviation policies,so as to enhance the scientific and implementable nature of policies,avoid changing from day to day and waste social resources,and improve the policy implementation mechanism,we should improve the effectiveness of policy implementation,seek public approval and reduce the resistance of policy implementation,and establish a long-term mechanism to improve the policy comprehension,judgment and execution ability of village cadres.
