The Study On Chinese Agricultural Support Policy

People have deeply recognized the advantages and disadvantages from the lessons of every country's agricultural protection and support. Meanwhile, the agricultural negotiation of WTO and international agricultural product trade promote people to reexamine the policies relating to agricultural protection and support. The paper tends to construct a brand-new system of agricultural protection policy, which accords with both the rules of agricultural agreement of WTO and the situation of China.There are five parts as follows: Part I, the study of defining agricultural support policy. In this part , agricultural support policy is prescribed and differentiated into broad sense and narrow sense . agricultural support policy on the narrow sense is the policy which values and applies the market machanism, may not bring about distortion of market machanism , and which is beneficial for one's own country agricultural development and restrain the trade protectionism, agricultural support policy on the broad sense is the policy which conforms to the principle of WTO ,and is beneficial for one's own country's agricultural development and international farm produce trade , agricultural protection policy is the policy which ignores and distorts the market machanism , and is inclined to trade protectism . It provides the theoretical basis for the following analysis. In accordance with the situation of China, the paper does not restrict to the narrow sense of agricultural support policy, but it is concerned to the broad sense of agricultural protection policy at the same time. It's the very creativity of the paper. Part II, the difficult position that faces Chinese agricultural protection policy currently. These shows as follows : the amount of the agricultural support is not relative enough ,the structure of the agricultural support loses balance seriously , the measure of agricultural support dose not conform to the principle of fair competition, the effect of agricultural support is not good . Part III, the study of the development trend and experience of European agricultural protection policy.
