| As an important policy of strengthening agriculture and benefiting farmers,agricultural machinery purchase subsidy policy has been implemented in Jilin Province for 16 years.It has greatly promoted the level of agricultural machinery equipment,farmers’ income,grain output and mechanization rate,and also promoted the level of agricultural modernization in Jilin Province steadily,and Jilin Province’s agriculture has had Earth-shaking changes.However,any policy needs to be constantly adjusted and improved to adapt to the needs of social development in different periods.This paper analyzes the implementation of agricultural machinery purchase subsidy policy in Jilin Province from the perspective of Smith model,and finds that the fund investment of agricultural machinery purchase subsidy in Jilin Province continues to increase,the scope of subsidy continues to expand,and the application procedure is further simplified.There are also problems such as low efficiency of policy implementation,difficulty in price supervision of subsidized machines and tools,lack of funds for subsidy management,and low quality of after-sales service of subsidized machines and tools.Through to the idealized policy,actuators,target group and the executive elements such as environmental factors analysis,find the reasons that influence the policy execution mainly are: policy issued time lag,local did not reflect the regional differences,grass-roots work team is not stable,lack of effective supervision of agricultural machinery production and marketing enterprises,upgrade the policy understanding is not comprehensive,etc.;In order to further optimize the implementation effect of agricultural machinery purchase subsidy policy in Jilin Province,this paper puts forward concrete and feasible countermeasures from four aspects: enhancing the idealization degree of policy,setting up efficient implementation agencies,strengthening the communication with target groups and creating a good environment for policy implementation. |
