| In 2020,China has achieved a comprehensive victory in the war against poverty.As a major livelihood project during the poverty alleviation campaign,some poor households have been relocated from areas with poor living conditions to nearby towns and cities,bringing about great changes in their way of life and work.By the end of 2020,there will be 35,000 resettlement areas for poverty alleviation from inhospitable areas.Due to the particularity of the dual combination of urban and rural areas,the follow-up governance of such new resettlement areas differs significantly from the traditional urban community governance and rural governance in terms of overall requirements,main direction,main tasks and supporting policies.In order to do a good job in poverty alleviation and support for relocated people after resettlement,it is emphasized that full employment,industrial development,social security,public services and other aspects go hand in hand under the guidance of the government,which puts forward higher requirements for the social governance capacity of resettlement areas.Orderly governance of the resettlement areas is a necessary prerequisite for the long-term stability of the resettlement areas,directly related to the effective connection between poverty alleviation and rural revitalization and the process of new urbanization,and is also the key for the relocated people to achieve "relocation,stability and prosperity",and is of great significance for the realization of high-quality development of the resettlement areas.R resettlement area is a typical new community established for poverty alleviation and relocation,and has been selected as a national "13th Five-Year Plan" beautiful relocation area,and is also a larger resettlement area in southern Sichuan.The contradictions and conflicts in governance have gradually emerged,and the current governance capacity and service level have been less able to meet the increasingly diversified needs of the relocated masses.In order to resolve social conflicts,improve governance effectiveness and meet the needs of the masses,it is urgent to build a new pattern of social governance of "co-construction,co-management and sharing".This paper takes the social governance of R resettlement area as the research object,and through literature research method,interview method,and observation method,we understand the current situation of governance in R resettlement area,and find that there are problems of government domination,insufficient supply of public services,insufficient support from enterprises,weak power of social organizations,and lack of citizens’ awareness of self-governance in social governance.Combining with the current situation of the area,we analyze the causes by applying polycentric governance theory and collaborative governance theory.Firstly,the structure of social governance subjects is unreasonable,and there are governance deficiencies and dead ends;secondly,there is a lack of awareness of collaboration among subjects,and collaborative governance is formal;thirdly,the collaborative governance mechanism is imperfect,resulting in low governance efficiency.In view of the problems in social governance in R resettlement area,this paper proposes countermeasures from the perspective of polycentric governance and collaborative governance,including improving the party building system and consolidating the foundation of party organizations;transforming government functions and simplifying government and decentralizing power;introducing social organizations and giving full play to their role of public welfare;cultivating civic awareness and improving residents’ self-governance;enhancing trust and cooperation among subjects and building a mechanism of shared responsibility;enhancing the collaboration of subjects and making them negotiate and govern together;improving the institutional guarantee and evaluation mechanism,the aim is to provide new ideas for R resettlement area to consolidate the achievements of poverty eradication and innovate social governance. |
