Investigation On The Relocation Of Herdsmen From Inhospitable Areas Under The Targetd Poverty Alleviation Policy

Over the past 40 years of reform and opening up,China has continued to explore the path of poverty alleviation and successfully embarked on a chinese-style path of poverty alleviation and development,lifting more than 700 million rural poor people out of poverty and making a major contribution to the world poverty reduction cause.Although we have made great achievements in the fight against poverty,we have not yet won all the victories.This last battlefield is in the old revolutionary base areas,areas inhabited by ethnic minorities,border areas and other contiguous poor areas.The living conditions in these areas are harsh and people are not equipped for development.The traditional way of poverty alleviation cannot achieve the effect of complete poverty alleviation.Only by the accurate model of poverty alleviation relocation project in inhospitable areas can the root cause of poverty be completely cut off.Poverty alleviation relocation in inhospitable areas is the top priority among the five targeted poverty alleviation projects.During the implementation of the policy,relocation is the means and poverty alleviation is the purpose.It is related to the success of poverty alleviation and whether the achievements of poverty alleviation can be consolidated.However,the development of the following industries is the key factor related to the realization of "can move,live steadily and get rich" in the relocation of the inhospitable areas,and the development of the supporting industries in the relocated areas is related to the consolidation of the achievements of poverty alleviation.This paper conducted a field survey of luqu county in gannan prefecture,which is located in "three districts and three prefectures" and concentrated in contiguous poor areas,by means of literature review and field visits.Change of poverty alleviation through investigation and research,combing out the importance county relocation implementation present situation,after the relocation of problems,especially for relocation follow-up development combined with national policies and the local actual situation,put forward some Suggestions hope can help the importance qu county,which is mainly composed of animal husbandry and other ethnic minority areas change of poverty alleviation work move smoothly.In the introduction,this paper introduces the background,purpose and significance of the topic,as well as the research methods.The main body of this paper consists of five parts,which respectively introduce the relevant theories and policies of targeted poverty alleviation and the development context.The guiding ideology is based on the marxist theory of ethnic equality and the policies of successive leading groups of the communist party of China on ethnic minorities and ethnic minority areas.Based on the introduction of the basic situation of luqu county,the necessity of poverty alleviation relocation from insusceptible areas and the achievements of the relocation from insusceptible areas during the 13 th five-year plan period of luqu county are summarized.The key point is to introduce the relocation of poverty alleviation in hongke village.Based on the introduction of the existing problems and mature experience of gaxiu village in gahai township in luqu county,the author hopes to provide reference experience for the construction of other poverty alleviation resettlement sites in luqu county.Based on the analysis of the problems in the process of the relocation of hongke village and the causes of the problems,the author finally proposed the way to solve the problems based on the reality of the mucun village in Tibet and the policies of the CPC central committee.This paper mainly investigates the cultivation and development of the supporting industry in luqu county through the relocation and resettlement of the new village in the area of poverty alleviation,and hopes to attract the attention of the higher authorities by revealing the difficulties and problems found in the investigation,and proposes solutions to the problems.We will ensure that people who are removed from poverty do not return to poverty and ensure the building of a moderately prosperous society.To realize common prosperity and development of all ethnic groups and realize the great rejuvenation of the Chinese nation.
