Research On The Practical Dilemma And Optimization Path Of Social Governance In Relocated Communities Of Poverty Alleviation From The Perspective Of "Three Governance"

The relocation and resettlement of poverty alleviation is one of the important targeted poverty alleviation measures implemented by the Chinese government and the Communist Party of China,and has played an important role in the process of lifting all poor people out of poverty.However,relocation and resettlement is only the first step in poverty alleviation.The subsequent social governance situation of the resettled communities is the "second half" that determines whether the relocated population can stay stable,integrate,avoid falling back into poverty,and achieve prosperity.In order to understand the social governance situation of poverty alleviation relocation and resettlement communities,identify problems and find solutions,this article divides social governance into three categories:autonomy,rule of law,and moral governance,and constructs a "threedimensional,nine-factor" model to measure the social governance situation of communities.From the perspective of the combination of "three governance" and the "cognition-action-result" principle of action-change theory,the three dimensions refer to "governance cognition,governance behavior,and governance results",and the nine factors refer to the respective components of the three dimensions,including autonomy cognition,rule of law cognition,and moral governance cognition factors in the governance cognition dimension,autonomy behavior,rule of law behavior,and moral governance behavior factors in the governance behavior dimension,as well as autonomy results,rule of law results,and moral governance results factors in the governance results dimension.Based on this,the "nine factors" are further operationalized into 40 specific measurement indicators.This article takes B resettlement community in B city,Guizhou province,which is the largest poverty alleviation relocation and resettlement community in scale,as a case study.More than 10 community managers were interviewed individually,and a questionnaire survey was conducted on more than 300 community residents.The results of the manager interviews showed that the B community maintained community safety and stability,promoted community integration,and built a good community culture through various autonomous,rule of law,and moral governance measures.However,the resident questionnaire survey showed that the community scored low in autonomy cognition,rule of law cognition,autonomy behavior,and autonomy results,although it performed well in moral governance results and moral governance behavior.To further analyze the influencing factors of social governance in relocation and resettlement communities,this article constructed a mediation model from the perspective of individual citizens,with community governance results as the dependent variable,community governance cognition as the independent variable,community governance behavior as the mediator variable,and demographic variables such as gender,age,income level,education level,political status,and ethnicity as control variables.The model was tested using survey data,and the results showed that: firstly,community governance cognition has a positive promoting effect on community governance results.Secondly,community governance behavior partially mediates the relationship between community governance cognition and community governance results.Thirdly,there is a positive correlation between citizens’ education level and income level and their level of institutionalized participation.These research results indicate that to enhance the level of governance in relocation and resettlement communities,achieve the goal of effective governance,social stability,and ethnic harmony,efforts need to be made in the following three aspects: first,increase the publicity and education of social governance norms to empower residents to enhance their community governance cognition.Second,strengthen social governance incentives to encourage residents to participate in community governance.
