| The 20th Party Congress proposed: "Consolidating and expanding the results of poverty alleviation and strengthening the endogenous development momentum of areas and people who have escaped from poverty".At present,China’s relocation work has entered the follow-up support stage,and the follow-up governance of relocated communities and the follow-up development of relocated people has become a new issue before us."As a product of the poverty alleviation and relocation period,rural and urban elements are intermingled and collide with each other,making the governance environment more complex.How to reconstruct the community community? This is a topic worthy of our attention and research.In order to respond to this topic,this study adopts the methods of literature analysis,case study,questionnaire survey and interview,mainly using the social capital theory to conduct an in-depth study on the influence of social capital on community governance in Enhuiyuan community in Chengguan District,Lhasa City,Tibet Autonomous Region.The study classifies the social capital of the Lhasa Enhuiyuan community specifically into three dimensions: social network,social norms and social trust.The scope of community governance is specifically divided into four dimensions: community politics,community economy,community culture and community society.A questionnaire survey was used to analyse the current status of the three stocks of social capital in the Lhasa Enhuiyuan community.The questionnaire and interviews were combined to focus on the ways in which social capital influences community governance and its manifestations,and several suggestions and reflections were put forward to achieve good governance and sustainable development in the community.After in-depth analysis and research,the following conclusions were obtained: Firstly,the current status of the three types of social capital in the Lhasa Enhuiyuan community: the Lhasa Enhuiyuan community is based on a family network,which gradually expands in size the further outward it goes,but the tightness of the relationship between the members of the network gradually decreases;among social trust,the relatively high level of trust belongs to kinship trust,and the lowest level of trust belongs to general trust;among social norms,the sense of civic responsibility The informal norms such as civic responsibility have a greater influence on the residents of this community,but the residents’ knowledge of formal norms such as national laws and regulations and residents’ conventions still needs to be improved.Secondly,the influence of social capital on community governance: direct influence includes social capital as the basis of community governance,formal norms directly restraining the behaviour of governance subjects and social networks providing a platform for residents to participate in mutual help and communication;indirect influence includes informal norms guiding and restraining residents’ behaviour,social trust promoting residents’ cooperation and mutual help behaviour;positive influence includes promoting residents’ actual participation in community public affairs and improving residents’ mutual trust.Indirect influences include informal norms guiding and restraining residents’ behaviour,and social trust contributing to residents’ cooperation and mutual aid behaviour;positive influences include promoting residents’ actual participation in community affairs,increasing the degree of economic mutual aid among residents,enhancing residents’ participation in community cultural and recreational activities,and passing on and promoting community mutual aid habits;negative influences include reducing the fairness of community elections and the behaviour of community workers,weakening the effectiveness of community social networks,limiting the soundness of formal norms in community society,and hindering the development of trust in community society in general.Finally,several countermeasures and suggestions are put forward on how to achieve good community governance from the perspectives of enhancing the awareness and ability of community residents and community workers to behave fairly,and strengthening social networks,social norms and social trust in the community. |
