| Government information disclosure is an institutional arrangement for administrative agencies to comprehensively promote the full process of disclosure,enhance government credibility,and enhance government governance capabilities.It is an important link in promoting modernization of government governance,power utilization,and governance.Government information disclosure can effectively promote the transparency of the entire workflow,thereby strengthening the public image of the government,improving its management efficiency,and achieving social harmony and stability.Since 2017,the standardization and standardization of government information disclosure have made rapid progress and achieved significant results.However,with the increasing enthusiasm of citizens for actively obtaining government information and the increasing willingness to participate in politics,as well as the rapid development of electronic information platforms,government new media,and big data technologies,information confidentiality reviews have also been greatly affected.Exploring the balance and coordination between "government information disclosure" and "information confidentiality" is an important step in promoting the process of government information disclosure.The "2022 Key Points for Government Information Disclosure Work" proposes to "improve the government information disclosure and confidentiality review system,and strictly conduct confidentiality review of government information to be disclosed in accordance with laws and regulations." This further demonstrates the importance of promoting the government information disclosure and confidentiality review work.Confidentiality review work refers to the process of government administrative agencies reviewing the specific content of the originally planned information in accordance with the latest "Law of the People’s Republic of China on the Protection of State Secrets" and relevant legal provisions before releasing relevant information,and clarifying whether the information can be released to the public.The work of confidentiality review is closely related to the scope and content of information disclosure.However,in the current process of government information disclosure,there are still many problems in the work of confidentiality review.Due to the broad direction and detailed content of information confidentiality review,as well as the lack of clarity in relevant standards,the government’s administrative units have a higher right of free judgment,and the situation of assuming responsibility is also more complex.This article takes J district as the research object,and explores the construction of confidentiality review system,program implementation,and operational feedback in government information disclosure.It provides a comprehensive understanding of the implementation and implementation of government information disclosure confidentiality review work,conducts in-depth analysis of the current problems and reasons in government information disclosure,and provides corresponding countermeasures and suggestions.The study shows that:,At present,the focus of confidentiality review in government information disclosure should be on further refining the standards for confidentiality review,establishing and improving the system of confidentiality responsible persons,standardizing the confidentiality review process,strengthening team building,expanding relief channels,and strengthening internal and external supervision,in order to provide assistance for better carrying out government information disclosure work in the future. |
