Confidentiality concerns national security and development interests,and is closely related to changes in international and domestic situations.In recent years,due to the special geographical location and diverse national culture,the fight against secret theft and leakage in H city is fierce and complex,and the task of confidentiality is very arduous.According to the investigation of the author,there are still a large number of hidden dangers in the details of some government department of H city.The phenomenon of not paying attention to the secret work,not doing,and disorderly doing is still a difficult problem in the security resistance war.At any time,the risk of disclosure may be caused by the lack of secret awareness and common sense,the formalization of secret publicity,the lax management of secret-related carriers,the inadequate management of secret-related personnel,and the lax management of secret-related office automation equipment.With this as the background,the level of confidentiality management of secrecy affairs of government department of H City is taken as the research object and content,the Bradley curve model is made used to study the position of confidentiality management work and to find the future direction.The methods of literature research,field research and interview method are accepted to research cases.Firstly,through the collection and analysis of literature,the development history of domestic confidentiality management is summarized.Secondly,based on the analysis of the current situation of the secrecy affairs management of government department of H City,the main problems in the current secrecy affairs management of government department are the cognitive bias of the secrecy work,the security prevention measures are not in place,the publicity and education is get half the results with double the effort,the security self-inspection and self-evaluation are not serious,and there are the loopholes in the management of secrecy elements.Therefore Theory of Holistic Governance,Theory of Risk Management and Strategic Human Resources Management are respectively made used to analyze the reasons of these problems.For example the reasons for these problems are that the implementation of the responsibility system needs to be strengthened,the security preventive measures are insufficient,the propaganda and the education are failure to teach according to individual requirements,the supervision and the inspection are not enough,and the professional secret management talents are scarce.Finally,based on three theories,there are some measurements proposed,the countermeasures to optimize the confidentiality management of the government department are to strengthen the organizational and coordinating role of the leadership,improve the confidentiality management system and facilities construction,establish a perfect inspection and assessment reward and punishment mechanism,strengthen the confidentiality publicity and education of the organizational units,and strengthen the training and team building of confidentiality personnel.Along the direction of Bradley curve mode,the confidentiality management work can real reach the phase of help each other from the phase of dependent.
