Research On The Implementation Of S Province Confidentiality Review System In The Context Of Open Government Information

Government information disclosure and confidentiality are two inseparable parts of the Modern National Governance System.Government information disclosure is an important basis for promoting the construction of social democracy,maintaining social harmony and stability,and safeguarding citizens’ legitimate right for information.Confidentiality is an important means of protecting the security and the benefit of the nation.Based on their complementation,convertibility and conflicting contents,the administrative body has requirements on how to properly handle their relationship.For example,excessive disclosure of information can endanger the interests of the state and the security of people’s property,and excessive secrecy of information can prevent people from obtaining the legitimate right to be informed,thus affecting the credibility and the image of the government.Confidentiality review is the government’s final judgment on whether the matter is secret information before the information is made public.Its implementation affects national interests and security,as well as the improvement of the efficiency of government information disclosure services,and the realization of citizens’ legitimate rights and interests.The implementation of the confidentiality review will also largely affect the relationship between government information disclosure and the confidentiality.In this paper,we have studied the domestic and international literature on government information disclosure and confidentiality review to understand the current status of national and international research on the above issues.The concepts related to government information disclosure and confidentiality review are clarified,and the theory related to regime implementation is also organized.After that,Smith’s theoretical model of policy implementation was introduced,and a theoretical framework for the implementation of government information disclosure and confidentiality review system was constructed.Through the research on the implementation of the government information disclosure and confidentiality review system in S province,the following problems in this case were identified.Firstly,the government information disclosure and confidentiality review system are imperfect and idealized.Secondly,the executive body of government information disclosure lacks effectiveness.Thirdly,the people’s awareness of the rule of law is weak and the expression of public opinion is irrational.Finally,there is an external environment that hinders the implementation of government information disclosure and confidentiality review.These problems largely affect the effectiveness of the implementation of government information disclosure and confidentiality review.Through the analysis of the problems,this paper has the following suggestions.First of all,the government information disclosure and confidentiality review mechanism need to be improved.After that,the setting and the staffing of government information disclosure and confidentiality review institutions should be enhanced.Moreover,people’s awareness of the rule of law for government information disclosure needs to be raised so that people can participate in the system orderly.In addition,a positive external environment for this system needs to be created.It is hoped that by studying the issues related to government information disclosure and confidentiality review,we can improve the implementation of policies and balance the relationship between government information disclosure and confidentiality review.
