| Budgetary transparency is an important content of transparency of government affairs,the examination of confidential contents in budget publicity directly affects the implementation effect of budget publicity and the continuous improvement of relevant systems.Based on current practice in China,this paper analyses the necessity and basis of confidential review in budgetary transparency,analyses the necessity and basis of confidentiality review in budgetary transparency,inspects the deficiencies of the current system of budgetary transparency and secrecy review,and advocates that the legislation of budget transparency should be perfected,in order to clarify the subject of confidential review,refine the review procedure,clarify the review criteria and establish a sound relief system of budgetary transparency.It can continuously improve the confidential review system in budget publicity,and promote the scientific and legal development of budget publicity. |
