A Study On The Mechanism Of Integrating Community Governance Resources Under The Perspective Of "Asset-based"

Promoting grassroots social governance,facilitating the sinking of resources,services and management into the community,and providing accurate and refined community services are new requirements for the integration of community governance resources in the context of the new era.At present,there are still problems of fragmentation,individualization and complication in the integration of resources in community governance,so it is significant to explore effective mechanisms for the integration of resources in community governance.In recent years,asset-based theory has been widely applied in China’s localized practice,providing a scientific and feasible entry point for further analysis of the integration of community governance resources.By encouraging the participation of multiple social actors in governance,the process of resource integration provides a diverse platform for interaction and exchange between the actors,and helps to create a community of community governance that is jointly built,governed and shared.Based on this,this paper considers the mechanism of community governance resource integration as a vehicle to consolidate the interaction of multiple governance subjects,in order to explore the connotation of community governance resource integration from an asset-based perspective,and then consider the influencing factors,formation mechanism and creation of the mechanism of "community governance resource integration".In order to explore the above research questions in depth,this paper takes the policy overview of community governance resources integration in Qingdao,the real-life dilemmas and their causes as the research background,introduces an asset-based theoretical perspective,uses the interview method to collect data,and uses the case study method and rooted theory to analyze the characteristic cases of Licang District in Qingdao City,Shandong Province in depth.The theoretical logical framework of social capital-subject interaction-governance orientation is constructed,and the integration process of community organizational,spiritual,institutional and material resources is correspondingly divided into four resource integration mechanisms:social empowerment mechanism,community identity mechanism,political embedding mechanism and collaborative development mechanism from the dimensions of instrumental rationality and value rationality.On this basis,the operation process of resource integration in Y community governance is restored,and through exploring its realistic background,action strategies and mechanism construction process,the leveraging effect on resource integration is brought into play,breaking down vertical hierarchical barriers,breaking through horizontal cooperation barriers,and strengthening the collaboration between community committees,residents and social organizations.On this basis,the theoretical model of governance resource integration is refined and constructed through open coding,spindle coding and selective coding using rooting theory.The study found that integration capacity,public spirit,subject motivation,government regulation and organizational scenario are the key influencing factors for the integration of community governance resources.Among them,integration capacity is the intrinsic driving force of the collaborative development mechanism;public spirit is the key internal factor of the community identity mechanism;subject motivation is the important external factor of the community identity mechanism;government regulation is the fundamental driving force of the political embeddedness mechanism;and organizational context is the driving factor of the social empowerment mechanism.Through material foundation and technical support to optimize information management,in order to improve integration capacity and build a mechanism for collaborative development;through party and government embedding to strengthen collaborative participation capacity,through institutional integration to enhance system operation capacity,in order to improve government regulation and build a political embedding mechanism;through inner orientation to build a network of community relations,government and community interaction to cultivate mechanism linkage capacity,in order to stimulate the vitality of subjects and build a mechanism for community identity;through By leveraging the interest chain of community governance subjects to achieve positive interactions among them,we integrate organizational resources and build a social empowerment mechanism.In this way,the project provides advice and suggestions for solving the current problems in the process of integrating community governance resources and promoting the healthy development of community governance.
