Resource Integration: How Can Old Urban Communities Succeed In Building Smart Communities?

The report of the Party’s 20 th National Congress states that "we must ensure and improve people’s livelihood in the course of development and constantly realize the people’s aspiration for a better life".Improving the governance of old urban communities is a livelihood issue that concerns the urgent difficulties and worries of the people at the grassroots level.It is an important measure to improve the quality of life and happiness of the people at the grassroots level.It is also an important strength point to realize the modernization of the governance system and capacity at the grassroots level.The construction of smart community provides a new solution to improve the governance dilemma of old urban communities,which has been gradually explored in various places.In the construction and operation practice of smart communities,it is found that smart communities are mostly dominated by the government and enterprises,and communities are easy to be ignored in this process,which not only increases the financial burden of the government,but also is not conducive to the healthy and sustainable development of smart communities.However,the old urban communities are accompanied by the lack of total community resources,the lack of resource types and the scattered distribution of resources,which limits the play of community role in this process.The existing research on how to integrate resources in old urban communities under the background of smart community construction still needs to be further studied.Based on the research perspective of resource integration,this study adopts the case study method to conduct an in-depth analysis of the construction practice of "Shouwangxinhong" in Xinhong Community,and studies how urban old communities successfully build smart communities through resource integration,as well as the logic and motivation behind this problem.At the same time,based on the relevant theories of resource integration,this paper conducts a systematic analysis from four aspects,including driving factors,preconditions,mode selection,and dynamic process,and abstracts the analysis framework of resource integration of old urban communities under the background of smart community construction,in order to provide valuable experience and useful reference for the transformation of old communities and smart community construction in other places.Through the analysis of the construction practice of " Shouwangxinhong " in the Xinhong community,it is found that under the theoretical guidance of the resource base theory and its theoretical branches,the unique significance of promoting the integration of community resources for the construction of smart communities in old urban communities can be recognized from the construction practice with a long time course,involving many subjects and reform measures.Specifically,the problem-driven from the dilemma of community governance,the goal-driven of the community participants,the environmental drive of change inside and outside the community,and the experience drive of organizational memory flow promote the resource integration of old urban communities.At the same time,for the integration of urban old community resources,clarifying the types of resources is a prerequisite for community resource integration,and there are spatial resources,material resources,technical resources and institutional resources in the context of smart community construction.According to the characteristics of these four types of resources,four ways can be adopted to integrate community resources: resource extraction,resource activation,resource orchestration,memory and resource patchwork.The interaction of various resource elements and the complementarity of various resource integration methods constitute the dynamic process of resource integration of old urban communities.Through the above analysis,this study believes that the results of community resource integration can be consolidated and the construction of smart communities can be continued by optimizing policy supply,strengthening community scientific and technological support,ensuring multisubject linkage autonomy,and strengthening the skills training of community fulltime personnel.This study focuses on resource integration in the process of building smart communities in old urban communities,expands the research topic of governance of old urban communities,and provides a new path reference for governance of old urban communities.The constructed resource integration framework of old urban communities has substantial guiding value for the transformation and development of old urban communities under the background of smart community construction.However,there are still research limitations.First,follow-up studies can continue to track this case,and use multiple case studies and mixed studies to jointly promote in-depth research on urban old communities.Second,it pays attention to the construction and development of old urban communities under the background of smart community construction and related issues of community resources integration,contributing theoretical framework and case practice with Chinese characteristics to the integration of community resources.
