| In 2013,the Third Plenary Session of the 18 th Party Congress proposed for the first time to replace the term "social management" with "social governance".The change in discourse from "management" to "governance" is in essence a new requirement for the state to strengthen grassroots governance under new historical conditions.In other words,the direct control of a single entity is to be replaced by the integration and co-management of multiple entities.The community,as the most basic unit of social governance,has become the first breakthrough for reform,and community consultation is widely used as an effective tool for community governance.Among them,unitary communities,as a special type of community in China,are still in a transitional period of change in social institutions and governance models.The practice of consultation and governance often faces serious problems of imbalance in the power of the main body,poor communication,low effectiveness of consultation and even difficulty in promoting it,which need urgent attention and solution.This paper takes the case of the addition of lifts in the AC district as a case study of the consultative governance process in the unitary community.Field visits were made and questionnaires were distributed to obtain basic information about the community and the overview of the retrofitting project.After learning about the difficulties in getting the retrofitting project off the ground and the difficulties in moving forward with community consultation,the paper then compares and analyses the situation of each unit block,sorting out the main experiences of successful consultation and the general reasons for the failure of consultation.Later,in order to systematically analyse the dynamic consultation process and uncover the deep-seated reasons for the difficulties in consultation governance,in-depth interviews were conducted with important subjects in the consultation process,such as the head of the school union,representatives of the residents of the unit block,residents’ households and staff of the installation company,and the data were analysed using rooted theory,resulting in a theoretical framework of the factors influencing the difficulties in community consultation governance of the unit: first,the external demand for community consultation governance The second is the internal lack of empowerment of the unitary community itself,which mainly includes the backwardness of the community consultation system,the low effectiveness of the participation of the actors and the insufficient use of the community social capital.After an in-depth analysis of the internal and external influencing factors,this paper proposes a path for the promotion of consultative governance in the unitary community,taking into account the lessons learned in the previous article: firstly,external coordination to increase the supply of energy,including the clarification of responsibility boundaries to expand the space for "autonomy" and the strengthening of policy guidance to build community communities;secondly,internal empowerment to stimulate governance The second is internal empowerment to stimulate the vitality of governance,including the establishment of a sound system of community consultation,the enhancement of the effectiveness of the participation of consultation subjects and the revitalisation of community social capital. |
