The Practice Exploration And Development Of Community Resource Integration

The reform and innovation process of community governance is not only a process of directly facing problems and solving outstanding problems,but also a process of continuously promoting the modernization of community governance.In this process,it is different whether it is to make up for the shortcomings of urban and rural community infrastructure construction,or to optimize and adjust the community governance system and mechanism.To a certain extent,it involves the issue of community resources.In this sense,community resources are the prerequisite and foundation for community construction and governance,as well as an important standard for measuring the quality of community services.The Third Plenary Session of the Nineteenth Central Committee of the Communist Party of China emphasized,"Promote the downward shift of the focus of governance,place resources,services,and management at the grassroots level as much as possible,so that people at the grassroots level have the right to own things,and ensure that grassroots affairs and power are given to grassroots and grassroots affairs.Someone will do it".Facing the real problems of fragmentation of community resources and low integration of community resources,how to change the existing state of community resources at the policy and institutional level,establish and cultivate a community resource integration system mechanism and integration capabilities that involve the participation of multiple governance entities and coordinate from multiple directions is the main issues of community governance reform and innovation and practical innovation.Through combing the existing research literature,it is known that the current academic community has not studied the influencing factors of community resource integration and existing practical experience from the perspective of element theory.Therefore,this article attempts to focus on research and discussion that the basic problem of community resource integration from a holistic perspective.Starting from the structural contradiction between community resources and community services in reality,this article analyzes the factors that affect the integration of community resources,as well as the specific relationship patterns and relationship changes.Based on the three historical stages of community governance,this article elaborates on the development of community resources in each stage.Integrate the methods and characteristics,and use the first and second batch of community governance and innovation experimental area cases approved and accepted by the Ministry of Civil Affairs,and use influencing factors as the logical main line to conduct a refined analysis of existing innovative practice cases.Studies have shown that the integration of community resources is affected by the characteristics of community resources,the organization of community governance,the innovation mechanism of community governance,and the self-integration of the community.In practice,not only three resource integration modes,namely activation,platform linking,and mechanism integration,have emerged,And highlight the three common experiences of party leadership,policy integration,and community autonomous integration.At the same time,in the practice of community resource integration,resource characteristics and overall integration force are misplaced,the integration mechanism and the driving force of the political and social forces are unbalanced in the same way,the operation system and the system security force are missing in parallel,in view of these problems we should focus on cultivating and improving the community resource integration capacity as the key,from the party leader co-ordination and participation ability,the political and social interaction mechanism linkage capacity and the integration system operation capacity in-depth exploration,and then crack the reality of the lack of community resource integration.
