| At present,urbanization has entered a new stage of high quality development.As a major livelihood project and a new engine for economic growth,the renovation of old residential areas has received high attention and attention from the central and local governments.It has also become a hot issue concerned by all sectors of society,and is the ardent expectation of the people.The renovation of old residential areas will play a major positive role in improving people’s living conditions and environment,improving urban infrastructure and public services,enhancing urban refined management,promoting the transformation of the government’s new public service functions,and building a new pattern of community-level social governance.The research results of this paper are based on urban organic renewal theory,new public service theory,collaborative governance theory and so on.On the premise of theoretical framework,taking the reconstruction of the old residential district in Area G as the case,on the basis of finding out and sorting out the reconstruction status of the old residential district in Area G,10 representative samples of the reconstruction of the typical old residential district in area G are selected,and four research methods including literature analysis,questionnaire survey,field interview and case study are adopted.Find out the existing problems in the reconstruction of the old residential area G,such as low overall satisfaction with the reconstruction effect,low awareness of residents’ participation,poor coordination of multiple subjects,large pressure of fund security,and difficulty in long-term management and maintenance.Based on this analysis,the reasons for the problems in the reconstruction of the old residential area in G area are unsound related laws,regulations and policy documents,residents’ unclear positioning of their own subjects,conflicts of interest and game among multiple subjects,lack of linkage communication mechanism among the reconstruction subjects,single source of funds and investment,and absence of normal long-term management mechanism.At the same time,based on the reconstruction experience of Hangzhou City,Beijing City,Nanjing City and other areas,the author finally puts forward the countermeasures to improve the reconstruction of the old residential area in G District.In order to give full play to the leading role of the government,promote the reconstruction work in an orderly way,guide residents to participate actively,give full play to the main role,broaden the channels of capital sources,effectively integrate the market forces and promote co-construction and co-governance,and improve the long-term management mechanism. |
