Research On The Path To Improve My Country's Fire Rescue System In The Process Of National Governance Modernizatio

In 2013,the Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed "promoting the modernization of the national governance system and governance capacity",which became an important official discourse for the first time and a new research direction for national governance.The report of the 20 th National Congress of the Communist Party of China clearly states that "promoting the modernization of the national security system and capabilities,resolutely maintaining national security and social stability",indicating that the modernization of national governance will be a fundamental national policy that the Party and the country will adhere to for a long time.Fire protection emerged with the practical activities of human transformation of nature,and some literature studies suggest that the symbol of human civilization stems from the management of fire sources.With the development of social economy,the quality of firefighting work and the level of firefighting and rescue capabilities also play an important role in the development of the entire society.Since ancient China,various dynasties have established full-time or part-time fire protection agencies.From the perspective of convenient command and cost saving,fire rescue teams are generally subordinate to the national military system,and personnel implement a military service system.In the early and long period of the founding of the People’s Republic of China,the military service system was still in use,and the fire rescue teams were respectively managed by the military or the armed police.From the practice in the early days of the founding of the People’s Republic of China,the military service system has advantages such as low cost and fast response speed,which can adapt to a relatively closed planned economy system.However,with the continuous progress of the times,the drawbacks of this system have gradually emerged,such as fast personnel mobility,difficulty in retaining key personnel,and unsmooth cross military and local command.To address these issues,based on thorough research,in March 2018,the country launched a new round of government institutional reform,established the Emergency Management Department,and collectively withdrew the original active system of the Armed Police Forest Force and the Armed Police Fire Brigade from active service,and reorganized them into the Emergency Management Department.Since the reform of the fire rescue system,nearly 200000 fire rescue teams have gradually grown into the "national team" and "main force" of emergency rescue while undergoing restructuring,emergency response,and construction.From the current transition period of reform,it can be seen that the effectiveness of institutional reform has begun to emerge,and the ability and level of fire emergency rescue have greatly improved.However,due to some mechanisms and systems that have not been fully rationalized,the role of fire rescue teams has still not been fully utilized.This paper conducts research from the perspective of modernization of national governance,selecting the reform of the fire rescue system as the research object.It applies the theory of national governance as an analytical perspective,and adopts methods such as literature research,historical research,and field research to conduct research.The full text is divided into four parts: the definition of relevant concepts,the background and requirements of the reform of the fire rescue system,the effectiveness and existing problems of the reform,and the path to improve the fire rescue system in the process of national governance modernization.By comparing relevant data and cases before and after the reform,starting from analyzing the effectiveness of the fire rescue reform,and analyzing the new problems faced by the reform,it proposes to strengthen legislation,increase guarantees Suggestions and strategies to enhance the participation of all parties in society,in order to better promote the development of the fire protection industry and contribute to the modernization of the national governance system and capabilities.
