| China’s fire protection has played an important role in maintaining the stable operation of society in any period of time.However,the development of society has set higher standards for fire protection.To better adapt to the actual needs of emergency management in the new era,the CPC Central Committee introduced the Plan for Deepening the Institutional Reform of the Party and State.The State Council established the emergency management authority and clarified that the public security firefighting corps and the armed police forest corps should all be separated from active duty and resettled into the emergency management department to form the main force and the national team of emergency rescue with Chinese characteristics.On Nov.9,2018,General Secretary Xi Jinping emphasized when giving precepts at the ceremony to confer the flag on the national integrated fire and rescue teams that,“Building the national integrated fire and rescue teams is a strategic decision made by the Party Central Committee to adapt to the modernization of the national governance system and governance capacity,and an important initiative to construct a national emergency rescue system of the new era based on China’s national conditions and characteristics of disasters.It is of great significance to the improvement of disaster prevention,mitigation and relief capabilities,maintenance of public security,and protection of the life and property of the people.” In such a context,through research on the construction of the fire and rescue teams in Hulunbuir,the specific problems with the team building after the reform are identified,and the corresponding measures for rectification are proposed so as to promote the normalized,specialized,and professional development of the teams.Taking the precepts by President Xi Jinping in Nov.2018 and its third anniversary in Nov.2021 as major points in time,the present situation of the reform of the fire and rescue detachment in Hulunbuir is analyzed in six major aspects,namely institutional set-up,staffing,personnel rescue capacity,the ideological status of personnel,personnel professional development,and professional guarantee,based on the analytical framework built with the new public service theory,human resource management and two-factor theory and research methods such as case analysis and interview.The existing problems are summarized,and the reasons behind them are analyzed to develop solutions.In this way,it is expected to promote the normalized,specialized,and professional development of fire and rescue team building.This research focuses on fire and rescue team building in China.The present situation of team building is analyzed,and the existing problems and reasons behind are analyzed to develop solutions that suit the current economic situation in China.The construction of the fire protection teams herein refers not only to the team building in a narrow sense,but also top-level construction,government emphasis,and calling on the people to develop fire protection awareness.“Personnel” construction is the premise of fire protection team construction,which is innovative to some extent. |
