Research On The Reform Of China’s Local Administrative Examination And Approval System Under The Background Of National Governance Modernization

China is in a critical period of reform.Promoting the modernization of the national governance system and governance capabilities is the main goal of current reforms.The modernization of national governance requires that the relationship between the government,the market and the society be properly handled,and a new pattern of coordinated governance by social diversified entities is formed.Administrative approval is the major method for the government to manage the market and society.Through the reform of the administrative approval system,the government has gradually delegated powers to the society and reduced its intervention in the market economy.The reform of the administrative examination and approval system involves all aspects of the government’s management of the social economy.It affects whether the functions of governments at all levels can be transformed into place.It is related to the development of the market economy and affects whether various social entities participate in the national governance system.At present,China is in a critical period of reform.The effectiveness of the reform of the local administrative examination and approval system directly affects the improvement of local government governance capabilities and the process of realizing the modernization of national governance.Since the 18 th National Congress of the Communist Party of China,under the unified deployment of the central government,local governments have continued to streamline examination and approval matters,promoted the establishment of a power list system,and strengthened the construction of local administrative examination and approval supervision systems,and achieved rich results.The number of administrative examination and approval items has been significantly reduced,and the efficiency of examination and approval has been continuously improved,which has accelerated the transformation of government functions and promoted economic development to a certain extent.But at the same time,the effectiveness of the reform is always accompanied by problems.The reform of the local administrative examination and approval system still exposes some problems,such as the inadequate decentralization in the reform process,the ineffective power of subordinate governments to take over matters,and the lack of cooperation in the governance of diversified entities and supervision,etc.Solving the problems arising in the reform process plays an important role in maintaining the effectiveness of the reform,enhancing the governance capabilities of local governments,and promoting the modernization of national governance.This article takes the reform of the country’s local administrative examination and approval system as the research object.The full text is divided into five chapters.The first chapter is the introduction.It elaborates on the topic background and research significance of this article,research methods,research key and difficult points,and research innovations and shortcomings,focusing on the research status of the administrative approval system at home and abroad.The second chapter is the description of the theories related to the definition and application of the relevant concepts involved in this article,respectively introducing the relevant concepts of the administrative approval system and the modernization of national governance,as well as the theoretical basis of the local administrative approval system,including the overall government theory,serviceoriented government theory and Good governance theory,etc.The third chapter introduces the important measures and results of the reform of my country’s local administrative examination and approval system since the 18 th National Congress of the Communist Party of China.The fourth chapter focuses on the analysis of the current problems in the reform of the administrative examination and approval system implemented by the local government,and the reasons for these problems.Chapter 5proposes ways to deepen the reform of the local administrative examination and approval system on the current problems.The last is the conclusion,a summary of the full text.
