and capabilities.Combing through domestic and foreign studies,it is found that the previous research has formed a relatively systematic and rich research result in the field of emergency system and capabilities;on the other hand,how to realize the regularization,specialization and professionalization of this team after the completion of the transformation of the urban comprehensive fire rescue team is an important task that needs to be completed in the new era.This can not only expand the scope of theoretical research in the field of emergency management,make up for the lag and deficiency of the current research on the intelligent emergency rescue capability of the urban comprehensive fire rescue team,but also have great significance for understanding the current situation of the intelligent emergency rescue capability of the urban comprehensive fire rescue team,optimizing the level of china’s intelligent emergency rescue capability,and the development of the urban comprehensive fire rescue team.Taking "all kinds of disasters and major emergencies" as the starting point,based on the actual needs of the intelligent emergency rescue capability of the urban team was explored and the index system was revised by means of analysis and comparison,expert consultation,questionnaire survey,etc.Finally,a formal evaluation index system for the intelligent emergency rescue capability of the urban comprehensive fire rescue team was formed,and the questionnaire was further compiled,and the questionnaire survey of the intelligent emergency rescue ability of the urban comprehensive fire rescue team was officially carried out on the basis of completing the reliability standard through the test of 312 urban comprehensive fire rescue team personnel in ability includes three secondary indicators,namely the internal management ability of the team,the multi-subject interaction ability,and the external service ability.Clarifying the composition and inherent characteristics of the evaluation index of the intelligent emergency rescue capability of the urban comprehensive fire rescue team can provide a reference tool for the next step of evaluating the intelligent emergency rescue capability of the urban comprehensive fire rescue team.Thirdly,taking into account the typical,special and universal sample selection principles,the current situation of the intelligent emergency rescue capability of the urban comprehensive fire rescue team in Sichuan Province,Jiangxi Province and Gansu Province was surveyed and analyzed,and the current situation of the intelligent emergency rescue capability of the urban comprehensive fire rescue team was understood.On the one hand,although the intelligent emergency rescue capability of the urban comprehensive fire rescue team has made some progress,there is still a certain gap with the requirements of the emergency management system and the modernization of the capability,and there are some capabilities.At the same time,the intelligent emergency rescue capabilities of urban comprehensive fire rescue teams vary in different provinces,different city types,and different team levels,which verifies the applicability of the evaluation index system for the intelligent emergency rescue capabilities of urban comprehensive fire rescue teams.Finally,based on the empirical research and in-depth interview results,it is proposed that the urban comprehensive fire rescue team should optimize the intelligent emergency rescue capability from the two aspects of internal optimization path and external support system.From the internal optimization path,we can develop the wisdom emergency rescue management and maintenance ability from the three aspects of improving the degree of strategic attention,changing the construction thinking of "heavy platform coverage and light platform update",and cultivating the awareness of co-construction and sharing of departments,and develop the wisdom emergency management and maintenance ability from the four aspects of stimulating the enthusiasm of technology utilization,optimizing the multi-source data fusion processing,increasing the application of intelligent equipment,and improving the learning and evaluation mechanism,and from standardizing personnel management work and creating a shared ecosystem for mass creation.Adjust the social service strategy to develop the wisdom emergency rescue capability in three aspects;from the external guarantee system,it can provide external guarantees for the development of the intelligent emergency rescue capability of the urban comprehensive fire rescue team by improving the team management system,strengthening the social rescue force,and improving the grass-roots social
