| With the globalization of economic development and the rapid advancement of information technology,people’s living standards continue to improve,and public affairs management is becoming increasingly complex.In the face of the greater demand and higher expectations of the general public for public services,relying solely on the supply of government or third-party voluntary service organizations seems to be incapable.The problems of "volunteer failure" and "government failure" need to be resolved urgently.Under the development model of "bottom-up rise,top-down promotion",my country’s voluntary service has experienced decades of development and growth.The organizational system has become increasingly perfect,the talent team has gradually grown,and the service field has expanded extensively.The level of civilization,the promotion of pluralistic social governance,and the construction of a harmonious society play an important role,but at the same time it also presents a "dualism between officials and citizens" that is different from Western countries,which is not conducive to the healthy and sustainable development of voluntary service.Optimizing the behavior of the grassroots government and clarifying the role positioning of its instructors,supporters,regulators,and leaders are of far-reaching significance for promoting the institutionalization,standardization and professionalization of voluntary services,and creating a new pattern of social governance featuring co-governance,co-construction and sharing.This article takes the study of volunteer service development in A Street,Nanjing as a case,adopts methods such as literature analysis,special investigation,case analysis,and questionnaire survey to analyze the problems of government behavior in the practice of volunteer service,and analyze the causes of the problems in depth.New public management theory,multi-governance theory,etc.are the theoretical basis,trying to find the improvement direction of grassroots government behavior in the practice of voluntary service in our country.The thesis is divided into five parts.The first part describes the purpose and significance of the thesis research,the status quo of research at home and abroad,research content and methods,innovations and deficiencies.The second part explains related concepts and theories.The third part mainly introduces the development status and effectiveness of volunteer service in Street A,Nanjing City,and the grass-roots government behaviors in the practice of volunteer service in Street A,focusing on summarizing more administrative interventions,inconsistent management regulations,single funding support methods,and services.Inaccurate guidance,insufficient volunteerism and other government behavior problems,and analyze the specific reasons for the problems from the four dimensions of function positioning,system supply,information construction,and cultural development planning.The fourth part systematically sorts out government behaviors in the development of voluntary services at home and abroad,and analyzes the experience and enlightenment that my country’s grassroots governments can learn from in the cause of voluntary services,such as strong legal protection,multi-channel financial support,and proper division of labor.Social relations,cultural cultivation of moisturizing things silently,etc.The fifth part puts forward the countermeasures and suggestions for optimizing local government behavior in the practice of voluntary service:First,clarify the positioning of responsibilities,establish a clear relationship between government and society,and build coordinated management structure system;the second is to improve the system supply of fund raising,talent team building,supply and demand docking;the third is to promote informatization and improve the quality and efficiency of services;the fourth is to cultivate widely recognized cultural beliefs. |
