Research On The Behavior Problems And Optimization Countermeasures Of Grass-roots Government In Rural Elderly Care In Zhongjiang County

The pace of aging in China began in the 21 st century,and has spread since it entered the ranks of aging countries.Life span can reflect a country’s economic level and social progress level to a certain extent,and can also effectively promote the country’s economic and social development.The increase of average life span implies a country’s prosperity.Then,the increase of the aging population is bound to bring about the high survival cost and low wealth creativity of the elderly,which is a blow to the economy of a country and a threat to the operation and development of the economic society.Nowadays,with the aging of our population becoming more and more serious,China has entered an aging society.And driven by the market economy and the process of urbanization,more and more young people move to cities and choose to settle in cities,leading to a more serious aging phenomenon in rural areas.Therefore,the problem of rural elderly care is gradually highlighted.However,the development of the rural elderly care system in China is relatively backward,and the growth rate of the number of rural elderly is far faster than the supply rate of rural elderly care services.Because of this social background,we should also pay attention to the construction of many facilities in the elderly care,such as the construction of supporting facilities for the elderly and the retirement of the elderly.They should also enjoy the fruits of social development,and the quality of life in their old age needs to be guaranteed.Grass roots governments must earnestly fulfill their responsibilities and promote the construction of the rural elderly care service system.This paper takes Zhongjiang County,Sichuan Province,as the research object,and takes the service-oriented government theory,public governance theory,welfare pluralism theory,etc.as the theoretical basis to introduce the development status of rural elderly care services in Zhongjiang County and the performance status of grassroots governments.Through field interviews,this paper analyzes the problems existing in the behavior of the rural elderly care grassroots government in Zhongjiang County.It is found that the problems existing in the construction of the rural elderly care service system in Zhongjiang County by the government are insufficient government policy guidance,inadequate government publicity and promotion,lack of government cultivation of social organizations,lack of technical and financial support,and low level of government supervision and management.The causes of the problems are inaccurate positioning of government functions,inadequate comprehensive planning,insufficient government attention,insufficient capital investment,and inadequate service system.In order to solve the problem of elderly care,especially how to improve the level of rural elderly care,grass-roots governments should focus on thinking strategies: give full play to the guiding role of the government,strengthen the construction of rural elderly care services,strengthen technical support,and improve the level of supervision and evaluation.The purpose of this paper is to provide scientific suggestions to help the grass-roots government to better quantify the practical effects and improve the rural elderly care policies and services.
