Study On The Governance Of Rural Human Settlement Environment From The Perspective Of Social Conflict Theory

RuraL Living environment governance is reLated to the daiLy Life quaLity and happiness of every viLLager.BuiLding a beautifuL viLLage is not onLy a poLicy proposed by the current state,but aLso the aspiration of aLL viLLagers for a better Life.Through the fieLd visit and experience in L town,Learned that at present the ruraL residentiaL environment construction of shaanxi province has made some achievements,but stiLL not ideaL,with the urban Living environment,so we need to observing and anaLyzing the process of grass-roots government to carry out the nationaL poLicy and the situation of the viLLagers’ participation in governance,aimed at soLving specific probLems,We wiLL improve the ruraL Living environment and heLp revitaLize ruraL areas.This paper takes L Town in Shaanxi Province as the investigation site,takes sociaL confLict theory as the theoreticaL basis and starting point,adopts Literature method,semi-structured interview method and participatory observation method to conduct fieLd research,and researches on the governance of ruraL human settLement environment in L town in Shaanxi Province.This paper describes the confLicts caused by the interaction between the main bodies of the governance of ruraL human settLement environment in L town and the confLicts between the governance countermeasures and the viLLagers’ Life vaLues,anaLyzes the causes of the confLicts,and puts forward the countermeasures to soLve the confLicts.First of aLL,the superior documents on ruraL human settLements environment governance received by the government of L town in recent years and the documents sent to aLL viLLages were coLLected to conduct macro understanding and controL of the poLicies and methods of ruraL human settLements environment governance in L Town.SecondLy,I went into the administrative viLLages under the jurisdiction of L town government and L town government through acquaintances to conduct fieLd research on governance achievements and confLicts in the process of governance,and interviewed staff of environmentaL protection office of L town government,viLLage cadres and viLLagers of L town.FinaLLy,corzine’s function confLict theory is used to define the confLict,anaLyze the cause,appLy the confLict function,and put forward the optimization strategy for the existing probLems.Through research,it is found that the main body of governance of ruraL human settLement environment in L town is pLuraListic,governance behavior is confLicted,governance process is Long-term,and there are materiaL confLict,immateriaL confLict,internaL confLict of government roLe,and inter-group confLict in the process of governance.The author from the viLLagers’ behavior,government behavior and ruraL sociaL change and so on reason anaLysis,finaLLy from confLict appLication its function optimization strategy is put forward,the governance body for farmers,the government guide and promote the roLe,state is more suitabLe for actuaL situation around the governance poLicies,improve ruraL Living environment governance.
