The development of China’s market economic system is becoming more and more mature.The development of society and enterprises needs more highly skilled talents,which puts forward higher requirements for the theoretical knowledge,operation ability and comprehensive quality of skilled talents.However,due to the differences in the speed and quality of economic development in different regions,the management and financial investment of local governments in secondary vocational education are also different,resulting in the uneven development of secondary vocational education in various regions.For example,in economically developed regions such as Guangdong,Shanghai and Chongqing,the investment of local governments is sufficient,the policies and regulations are sound and perfect,and the level of secondary vocational education is relatively high;The central and western cities with relatively backward economy,such as Changzhi City in this paper,have invested a lot in ordinary high schools and relatively ignored the development of secondary vocational education.Therefore,the "eight pillars" of the central government defines the role of secondary vocational education in the establishment and implementation of secondary vocational education,and points out the direction of secondary vocational education development in 2019.This paper discusses the core concepts and theories involved in secondary vocational education,focuses on the exploration and elaboration of the theory of the role of the government,introduces the development process of secondary vocational education in Changzhi City,the current situation of the role of the government,and finds out the problems of legislative guarantee policy support,resource unified planning,school enterprise cooperation,production and education integration,inspection and supervision,etc.In terms of local regulations and supporting implementation schemes,the quantity is small and the quality is not high;The fund investment is seriously insufficient and the fund investment among regions is unbalanced and unsustainable;In terms of resource integration,the organizational planning of vocational education resources is insufficient,the school running ideas are chaotic,the implementation of enrollment policies is difficult,and the role of the government lags behind;Lack of close cooperation between enterprises and schools;In terms of inspection and supervision,the structure,contents and methods of supervision members are unreasonable.Through the analysis of the problems existing in the role of the government in the development of secondary vocational education,we can find the crux.The first is that the target assessment system is not running smoothly,resulting in mistakes in resource planning;Secondly,the guidance mechanism and decision-making system are not perfect,there is a lack of research on the integration of industry and education,and the enrollment policy is difficult to implement;Thirdly,the cultural environment lacks correct professional ideas,schools pay too much attention to achievements,and parents have serious prejudice against vocational education;Finally,the income distribution system is unreasonable,and vocational education is difficult to form an effective attraction.Based on the above reasons,this paper analyzes the policies and systems,overall planning,structural optimization,publicity and guidance,financial support,evaluation and supervision,group school running and other aspects,puts forward corresponding opinions and suggestions,and finds the promotion path.Formulate local laws and regulations and refine the policy implementation plan;Strengthen publicity and actively guide the construction of publicity,examination,employment,practice platform and public service platform;Increase capital investment,multi-channel fund-raising mechanism,and promote the classified and graded fund burden system of provinces,cities and counties;Strengthen school enterprise cooperation,promote the integration of industry and education,build a number of practical and professional training bases,and cultivate a number of double qualified teachers with practical work experience;Set up advantageous majors with high consistency with the industrial structure,and provide convenience for enterprises in terms of tax,financial subsidies,work-related injury permits,etc;Improve the evaluation system,strengthen supervision and inspection,and adopt various ways and means to supervise the landing of secondary vocational education funds,the implementation of projects and the improvement of education and teaching;Continue to promote the integration of vocational education resources,actively explore the group management mode,adhere to school enterprise cooperation and school school cooperation,promote the reform of department system,and build a clustered vocational education system.
