| The government plays a key role in the development of vocational education,and what it should do and what it should not do has received increasing attention from the vocational education sector.Secondary vocational nursing education is an integral part of China’s macro-medical education,and in the traditional medical education model,secondary vocational nursing education carries the difficult task of exporting a large number of primary nursing talents to the market,and is also one of the important ways to train senior nursing talents.As China enters a new stage of development,industrial upgrading and economic restructuring are accelerating,and the population structure and health needs are changing dramatically,the state has introduced a series of policies to promote the development of vocational education and nursing services,creating favourable conditions for the reform of secondary nursing education.The Chongqing municipal government has also responded positively to national policies and promoted the development of secondary nursing education by legal,administrative,economic and scientific means,contributing to the construction of a "healthy Chongqing".However,secondary vocational education has always been at a disadvantage in the overall education system,and there are many shortcomings in the development of secondary vocational nursing education.This paper,based on the basic concepts and theoretical foundations of government functions,vocational education and public goods from an administrative perspective,investigates the current situation of government functions in the development of secondary vocational nursing education in Chongqing based on the analysis of literature,research data and empirical cases,and finds that There is still a lack of effectiveness in the implementation of the functions of the local government in secondary nursing vocational education,such as the need for continuous improvement and optimisation in the co-ordination of enrolment,the guarantee of further education and employment for secondary nursing students,the establishment of a mechanism for academic integration,the rational allocation of resources,the policy support for industry-run schools and the supervision of education and teaching.By clarifying the scope of the government’s responsibilities in secondary nursing education,analyzing the reasons for the problem of ineffectiveness in performing its duties,and drawing on the successful experiences of secondary nursing education provision at home and abroad,the paper proposes that the government should fully enhance its macro management and comprehensive coordination functions,perform its funding support functions,strengthen education quality supervision and education supervision,establish an effective mechanism,fully perform its legislative duties,clarify the legal status of vocational education The government should also establish an effective mechanism to fully perform its legislative duties,clarify the legal status of vocational education,guarantee the school-enterprise cooperation system,and improve the effective vocational education accountability system,so as to strongly promote the scientific development of secondary nursing vocational education in Chongqing,and ultimately build a modern nursing vocational education system that meets the current needs of the development of nursing education,deeply integrates with industry and education,connects secondary and higher vocational education,and integrates secondary education with general education. |
