| As a "quasi-public product",secondary vocational education has its attributes leading to the existence of pluralistic subjects in the process of being governed,and one of its main responsible subjects is the government.Vocational education is an important driving force for the healthy development of the national economy and society,and its development is inseparable from secondary vocational education.Currently,secondary vocational education has problems such as low status,low quality and low participation of enterprises in its development process,these issues are closely related to the role of the government.Therefore,it is of great significance to study the important role played by the government in the development of secondary vocational education,to explore countermeasures and suggestions to solve the problem,to promote the healthy development of secondary vocational education and to meet the needs of the society.This article uses questionnaire survey method,literature research method and interview method to study the role of Chongqing’s government in secondary vocational education from the theory of "quasi-public products" and government functions.The role of the government has always been an important research content in the field of secondary vocational education.Previous research has focused on the characteristics of its public products,ignoring its competitiveness and exclusivity.This article takes the example of the Chongqing government’s role in the development of secondary vocational education,analyzes its causes,and puts forward countermeasures and suggestions.This research starts from the perspectives of schools,enterprises,and governments,a total of 800 questionnaires for teachers and students in secondary vocational schools were issued,and 739 valid questionnaires were returned,with an effective rate of 92.3%.A total of 80 questionnaires on the quality of training of secondary vocational schools were issued to employers,and 60 valid questionnaires were returned,with an effective rate of 75%.We also interviewed 10 government officials.Through literature research,questionnaire surveys,interviews with government officials,and analysis of the status quo,it is proposed that the role of the government in the development of secondary vocational education exists problems in talent team construction,policy publicity and implementation,government public financial investment,and government supervision and guidance systems and mechanisms.In response to these problems,this article put forward countermeasures and suggestions to improve the talent team building mechanism,strengthen the guidance of public opinion,improve the policy system and implementation from the perspective of "quasi-public products",improve the top-level design of financial investment,increase the efficiency of the use of existing financial funds,and improve the supervision and guidance of the development of secondary vocational schools.This research can provide data and theoretical support for the development of Chongqing’s secondary vocational education.At the same time,it has reference value in analyzing how to play government functions to promote the development of secondary vocational education from the theory of "quasi-public products". |
