| Vocational education is a special education that prepares students for a certain occupation in the future,and is not the same type of education as the general education,but is equally important.Secondary vocational education is a critical part of the modern vocational education system.It has the attributes of public goods and shoulders the critical task of cultivating high-quality skilled talents with basic knowledge in various industries.Zigong City is an old industrial city in Sichuan Province.In recent years,the local government has vigorously promoted regional industrial transformation and accelerated the construction of transformation demonstration zones,giving this old industrial city a new vitality,which has also put forward new requirements for the cultivation of local vocational education talents.Based on the actual situation and problems in the process of promoting secondary vocational education development by local government in Zigong,this thesis puts forward the relevant countermeasure and suggestions,which not only enrich the research in related fields,but also provide relevant references for the development of secondary education in less-developed areas.This thesis firstly reviews the relevant materials related to secondary vocational education through various channels,and on the basis of introducing the significance of the selected topic and research,systematically sorts out the status of domestic and foreign research and elaborates the concepts of vocational education,secondary vocational education and local government functions.After categorized and collected,the theoretical tools including education policy analysis theory,public goods theory and collaborative governance theory are selected.Three research methods,namely method of literature research,method of comparison and analysis,as well as method of interview,are used comprehensively.Then this thesis presents the current situation of secondary vocational education development in Zigong in terms of scale structure,teachers’ team,professional layout,employment and further education,and the effectiveness of Zigong government in promoting the development of secondary vocational education is affirmed.After pointing out the problems in the local government’s promotion of secondary vocational education development,such as the lack of information service function from government,insufficient support for faculty construction,superficial school-enterprise cooperation in educating students,and imperfect education development planning,the reasons for the low importance attached to secondary education,the inadequate talent training mechanism,the lack of effective supervision and guarantee,and the lack of synergy in mechanism adjustment are comprehensively analyzed.Next,the experience of Shanghai,Suzhou and Hangzhou in promoting the development of secondary vocational education are summarized.Finally,combined with the experience of developing secondary vocational education in advanced cities in China,countermeasures and suggestions for the development of secondary vocational education in Zigong are put forward.By analyzing the development of secondary vocational education promoted by Zigong government,this thesis draws the following insights: firstly,to shape a good social environment for the development of secondary vocational education;secondly,to improve the policy environment for the development of secondary vocational education;thirdly,to coordinate the development planning of secondary vocational education;fourthly,to increase the support for secondary vocational education;fifthly,to form a multi-body collaborative governance mechanism.It is assumed that the above research conclusions can promote the sustainable development of local secondary vocational education in Zigong City. |
