Secondary vocational education,as an important supplement to general education,has been highly valued by the party and the government in recent years.Relevant departments have actively introduced various documents to improve the policy system of secondary vocational education development,and secondary vocational education has gradually embarked on the fast track of development.As the leading role of secondary vocational education,local government should play the role of policy maker,resource coordinator,supervisor and intermediary of vocational education,and play a positive role in promoting the efficient and high-quality development of secondary vocational education.However,from the development status of Luoyang secondary vocational education,the role of the government has not been accurately positioned,in the process of promoting secondary vocational education there are still a series of problems.Therefore,Luoyang government should define its own responsibilities,put itself in the position of supporting the development of local secondary vocational education,create a good atmosphere for the development of secondary vocational education in Luoyang,and provide strong support for the social and economic development of Luoyang.Through literature analysis and investigation,this study sorted out the research results of domestic and foreign scholars and made an inventory of relevant policy documents to summarize the role of local governments in supporting the development of secondary vocational education.Through the questionnaire survey was conducted among 200 students of secondary vocational school in Luoyang city and to interview several,director of the school,obtained the relevant survey data and the management of a reflection of reality and evaluation,which induces a series of problems existing in the current secondary vocational education in Luoyang city,especially in the process of developing the Luoyang city government in boosting its role dislocation,vacancy and offside phenomenon,the reasons behind the problem,and mining under the condition of local feasible countermeasures and Suggestions are given.This study is divided into the following parts: the first part elaborates the research background and significance.After sorting out the research results of domestic and foreign scholars,it proposes the relevant concepts and theoretical basis involved in this paper,and explains the research content and research methods.The second part,combined with policy documents and scholars’ research results,summarizes the role of the government in the development of secondary vocational education.The third part analyzes the current situation of the development of secondary vocational education in Luoyang city and the actual performance of Luoyang city government,and summarizes the bottleneck that restricts the development of secondary vocational education.The fourth part mainly discusses the problems existing in the process of supporting the development of secondary vocational education and summarizes the reasons.The fifth part,combined with the actual situation of Luoyang,put forward Suggestions to the local government on how to boost the development of secondary vocational education.The innovation of this study is to take Luoyang city as an example and conduct an in-depth study on the role positioning of local government in the development of secondary vocational schools based on the inventory of theories and policies,so as to reveal the rational governance process and operational logic of local government supporting the development of secondary vocational education.
