Vocational education has been paid more and more attention since the reform and opening up,especially since 2014,both the Party and the state have increased the development of vocational education.Secondary vocational education is an important part of vocational education,which can not only promote economic development and employment,but also improve the quality of life of the people.As the main promoter of secondary vocational education,how to promote the development of secondary vocational education and adapt it to the needs of economic and social development is worth studying.R city is a coastal city,but also a developing city,the economy is constantly developing.R municipal local government has done a lot of work in the development of secondary vocational education in recent years and achieved good results.Analyze the current situation of the local government in R city in the development of secondary vocational education,and help the local government to find out the problems and causes of the process of secondary vocational education development.Based on the theory of policy tools,this paper analyzes the various policy tools used R the municipal local government to play the role of government,and finds out R the municipal government has a dominant role in the implementation of government functions,there is a lack of flexibility,policy tools have improper incentives,policy tools group The lack of synchronic interaction effect and the deviation of the policy value orientation of secondary vocational education,the call for encouragement,the propaganda of public opinion and other policy tools have no obvious effect.Combining the causes of these problems,the paper analyzes the various policy tools used R the municipal local government to play the role of the government,because the internal management system of the local government is not smooth,and the secondary vocational education itself has certain particularity,taking R city as an example,plays an important enlightenment role in the development of secondary vocational education by the local government.By taking R city as an example,the local government mainly plays four roles in the development of secondary vocational education: overall planning and coordination management,implementation of laws and regulations,formulation of educational policies,improvement of working mechanisms,strengthening of responsibility implementation and education supervision,evaluation and monitoring.When local governments play the role of government,they choose the right policy tools to achieve the policy objectives,and once the choice of policy tools has problems,it is difficult to achieve the policy objectives.The choice of policy instruments is therefore crucial.How to choose the optimal policy tool? Local governments need to use policytool theory to analyze tool resistance,conceptual resistance,operational resistance and institutional resistance in choosing policies In the light of the four roles played by local governments in the development of secondary vocational education,optimized policy tools are used to achieve policy objectives.The local government combines the relevant theory,through practice,summarizes the use pedigree of policy tools,strengthens the depth of local government's cognition of policy objectives,improves the technology of policy objective decomposition,and gradually reduces the deviation degree of policy objectives in the process of hierarchical decomposition.Combined with the role of the government,what kind of policy tools to play,need to be repositioned according to the requirements of the new era,to ensure the orderly and efficient development of secondary vocational education.Choose the right combination of policy tools and tools to realize the health of secondary vocational education in China Development.
