| With the continuous development of China’s socialist modernization,rural construction has become an indispensable part of the socialist modernization process.The report of the 19th National Congress of the Communist Party of China put forward the implementation of the Rural Revitalization Strategy,further defining the guidelines and lines of rural construction.The guiding opinions on strengthening and improving rural governance issued and implemented in June 2019 pointed out that effective rural governance is an important content of Rural Revitalization.As the organizer and promoter of rural work,village cadres play an indispensable role in the process of rural governance.The construction level of village cadres directly relates to the implementation of rural governance.At the same time,we should also be soberly aware that there are still many problems in the current village cadres,such as low cultural quality,generally high age structure,backward development concept,and lack of ability to promote industrial development and serve the people,which affect the effective promotion of rural governance.Taking s town as the research object,guided by the new public service theory,incentive theory and human resource management theory,this paper discusses and studies the problems,causes and Countermeasures in the construction of S town village cadre team by using the methods of literature research,case analysis and investigation.This paper analyzes the problems existing in the current village cadre team in S Town,such as the structure is still defective,the ability and quality education of village cadres is not enough,the treatment of village cadres is not attractive,the assessment of village cadres is not scientific,and the supervision and management of village cadres is flawed.At the same time,it deeply analyzes the causes of the problems from the perspective of management concept,selection,education,motivation,assessment and supervision,and puts forward many countermeasures to strengthen the construction of rural grassroots cadres,For example,establish scientific management concepts,improve the cadre selection and appointment mechanism,build accurate education and training mechanism,improve and improve the work incentive mechanism,strictly implement the target assessment mechanism,strengthen and improve the supervision and management mechanism,and establish and improve the grid management.These suggestions can provide useful reference for the construction of the village cadre team in S town and other areas. |
