Research On The Construction Of Rural Grassroots Cadres In J Country Of Shaanxi Province Under The Background Of Rural Revitaliization

The report of the 20th Party Congress points out that we should comprehensively promote the strategy of rural revitalisation,consolidate and expand the achievements in poverty eradication,adhere to the priority development of agriculture and rural areas,and accelerate the construction of a modern agricultural power.Grass-roots cadres are at the front line of rural development and are not only the link between the Party and the government to serve the masses,but also the end of promoting rural economic development and realizing grass-roots governance.Therefore,strengthening the construction of grass-roots rural cadres is of great significance to comprehensively promote the rural revitalization strategy.Therefore,this paper takes J county in Shaanxi Province as the research object,summarizes and analyzes the current situation of the construction of rural grassroots cadres in J county through field research,explores the specific problems and causes,and proposes targeted countermeasures on this basis,so as to provide reference for strengthening the construction of rural grassroots cadres in J county and other regions.This paper is mainly divided into five parts.Chapter one mainly explains the research background and significance of the construction of rural grassroots cadres,and compares the research status of relevant literature at home and abroad,explaining the research ideas and research methods,the innovation points and shortcomings of this paper.Chapter 2 defines the concepts related to rural revitalization strategy,rural grassroots cadres and rural grassroots cadre force construction,and elaborates on the cadre force construction ideas of classic Marxist writers,the cadre force construction ideas of successive leaders of the Communist Party of China and Xi Jinping’s important discourse on cadre force construction,laying a theoretical situation of the construction of rural grassroots cadre forces in J county in the context of rural revitalization.The basic situation of J county and the implementation of the rural revitalization strategy are firstly introduced,followed by the design of the survey scheme,and finally the basic status quo of the construction of rural grassroots cadres in J county in terms of team structure,working ability,organization and management,and salary and remuneration is analyzed and its main effectiveness is summarized.Chapter 4 explains the problems and causes of the current construction of rural grassroots cadres in J county,and concludes that there are four main problems,namely,the lack of standardised organisational management of village"two committee" teams,the lack of cadres’ ability and quality to meet the needs of rural development,the age structure of cadres being large and their education level being low,and the low guarantee of cadres’ remuneration and the difficulty in mobilising their enthusiasm.Chapter 5 analyzes the causes of the problems from four perspectives:organizational management,education and training,reserve force and salary and remuneration.Chapter 5 puts forward targeted suggestions against the problems in the construction of rural grassroots cadres in turn:firstly,to improve the management system of village-level organisations and standardise the working mechanism of rural grassroots cadres;secondly,to strengthen the education and training of grassroots cadres and improve their ability and quality;thirdly,to strengthen the construction of reserve forces of cadres and optimise the structure of rural grassroots cadres;fourthly,to improve the incentive and guarantee mechanism of cadres and stimulate the internal motivation of rural grassroots cadres.
