The "digital personnel" system is an innovative measure taken by tax authorities to strengthen the daily performance management assessment of cadres and a new mechanism to promote the scientific management of cadres.Since the 18 th CPC National Congress,General Secretary Xi Jinping and Premier Li Keqiang of the CPC Central Committee have proposed to "improve the evaluation mechanism for leading officials","promote reform and innovation in government management" and "establish a long-term and effective scientific evaluation mechanism".Therefore,to study the effect evaluation and improvement countermeasures of government "digital personnel" performance management is an important measure to implement the strict management of cadres,an important guarantee to comprehensively promote the modernization of taxation,and an urgent need to stimulate the innovation of tax cadres.Tax department performance management using the "digital personnel" system,its essence is the cadre personal performance and organization performance further,in simple terms is based on "digital personnel" system,using "digital personnel" big data management thinking and methods of the system,for tax cadres to build their own growth "account",through the cadre of real-time record daily work and study,etc.,in the system to form a large database.The use of such data management not only strengthens the organization’s peacetime assessment of cadres,but also serves as a positive incentive and negative constraint for cadres themselves,which is conducive to promoting the all-round development of tax cadres.In order to further study the application effect of "digital personnel" in performance management,the author starts from the grassroots tax department and takes the situation of "digital personnel" used by The Tax bureau of W district for performance management before and after the consolidation of national and local taxes as the entry point for in-depth study.The first chapter mainly introduces the basic connotation,main content and application of "digital personnel" and performance management.Chapter two explains the launch and application of the "digital personnel" system in W District Bureau,and collects relevant data by means of questionnaire survey and interview.Since this paper is written against the background of the reform of national and local tax institutions,the author selects the application effect of "digital personnel" in performance management of cadres and employees of W District Bureau in the three years from 2017 to 2019 for systematic analysis.Through the use of data statistical analysis,correlation analysis and other analysis methods,the effective data of the bureau’s "digital personnel" system were analyzed comprehensively,and the existing problems and causes of the current "digital personnel" performance management mode were analyzed comprehensively.In the fourth chapter,the author concludes and summarizes the problems existing in W District Bureau,such as insufficient ideological understanding of cadres,unreasonable design of assessment indexes,strong subjectivity of assessment and so on.In addition,the author also studied some domestic and foreign advanced theory knowledge,at the same time learn from their experience,and combining with the current status of domestic practical work of grass-roots tax department,in the last chapter five puts forward several countermeasures on W district administration of taxation and constructive opinion suggestion: one is to strengthen cultural construction to enhance the cadres ideological understanding,the second is to strengthen the objective data in improving the quality of performance management data,strengthen the results using three is further optimized evaluation indexes,such as power grass-roots tax department "digital personnel" performance management optimization.This paper is based on the study of the application effect of the "digital personnel" system and the promotion countermeasures,especially the in-depth discussion after the reform and operation of the tax department collection and management mechanism,which is of strong practical significance.Therefore,the research on this subject is conducive to promoting the application of "digital personnel" system in cadre management at a deeper level,and is conducive to further improving and optimizing "digital personnel" performance management,so as to mobilize the enthusiasm of tax officials and promote the rapid and efficient development of tax revenue.
