Performance management pays attention to the team,and digital personnel leads the team.In line with the characteristics of the big data era,the grass-roots tax system implements digital personnel performance management,which essentially combines personal performance with organizational performance,and comprehensively,timely,accurately,digitally records and scientifically applies the data of "morality,ability,diligence,performance,honesty and evaluation" to organizational performance,so as to realize the process of full-staff,whole-process and comprehensive management.Through the integration of systems,the relationship between digital personnel and performance management can be effectively connected,and the application of assessment results can be strengthened,which provides a strong starting point for jointly promoting the scientific development of taxation and a strong guarantee for the all-round development of tax cadres.To this,the Central Organization Department fully affirmed it.This paper is based on the performance management research of grass-roots tax departments in A city,From the perspective of public management,Through literature reading,case study,comparative analysis and interview investigation,The related concepts and theories of performance management by scholars at home and abroad are studied and used for reference,Using the related concepts of performance management and Locke’s theory of goal setting and super leadership,This paper analyzes the problems existing in the implementation of digital personnel performance management,such as the design logic of indicators is not strict enough,the communication channels of design are not smooth enough,the exertion and application of results are not complete enough,and the positive incentives of effects are not rich enough.It puts forward some opinions and suggestions on strengthening publicity and education,optimizing assessment indicators,perfecting the system and strengthening the application of results.The research results of this paper are helpful to optimize the digital personnel performance management system of grass-roots tax system,and have practical guiding significance for the performance management of grass-roots tax departments in A city.
