Study On The Problems And Countermeasures Of "Internet+" Government Service In Rural Areas Of Z City,Hebei Province

With the development of the big data era,not only the breakthrough in information technology,but also the higher requirements for the government.The conventional paradigm of government services has not been modified to meet the demands of the current stage of growth,further improvements and changes are needed.Since 2016,when the State Council put forward the strategy of"Internet plus government services," Many cities in our country have established the operation system of"Internet+government service" and"Internet+government service" has made remarkable progress in urban areas,it has formed the development path of government service with Chinese characteristics.The development of "Internet+government service" can not only provide efficient and convenient services for the people,but also promote coordinated development among various regions and establish a sharing mechanism.But our country is vast.With a large population and different levels of development in different cities,so in the process of promoting"Internet+government services" there are also personality problems,the economic development of Z city is slow,mainly agriculture,and lack of technical personnel,which forms a big gap with the development of digital government in other cities.This paper synthesizes the theories of public value theory,public choice theory,and institutional theory in order to encourage coordinated development among the cities in Hebei province and enhance the "Government service" in Z city.It does so by drawing on a substantial amount of domestic and foreign literature,embedded theory and so on,selects z city in Hebei province as a sample,uses the e-government Development Index for reference to set up a questionnaire,analyzes the existing problems and causes of"Internet+government service" in Z City,improves the governance ability,and deepens the reform of’Releasing management and service".In order to explore the existing problems in the development process of"Internet+government services" in Z City of Hebei Province,this paper designed a questionnaire survey to investigate the residents and enterprises in Z city,and interviewed the government service personnel as an effective supplement to the questionnaire survey.By analyzing the results of questionnaire and found that Z city in hebei province actively respond to a nation called"Internet+e-government service" related work,government will greatly enhance our capacity for service,but in the process of advancing ignore the propaganda,cause people to "Internet +e-government service awareness and use of degree is not high,cause a platform but there was none to use awkward situation,In addition,The integration of the"Internet+government services" platform is hampered by the persistence of data walls and information islands across distinct ministries.The lack of digital literacy is a problem that needs urgent attention in urban Z,and low digital literacy will affect the subsequent transformation of "Internet+government services" to digital government.It is directly related to the background of the construction of digital government and the effect of the construction of digital China,so it should not be allowed to become a neglected "corner".The low satisfaction of online government service is also a problem that the Z Municipal government should pay attention to at present,mainly because of the weak awareness of online service.Through a comprehensive analysis of Z’s City realistic problems of the construction of the"Internet+e-government service" and the deep reasons of the generally low digital literacy,and promote comprehensive practice "Internet+e-government service"strategy,the government should strengthen the propaganda and popularization of mobile affairs,break the barriers between the group of data,strengthen the cultivation of digital,We will make suggestions to improve government officials’awareness of online services.Government departments should strengthen the publicity and promotion of mobile government affairs.Break down data barriers between departments.We should strengthen the cultivation of the masses digital literacy.raise government officials’ awareness of online services.Increase the sense of gain among the populace,encourage coordinated city development,and establish a solid platform for the subsequent growth of digital government.Deepen the reform of the administrative examination and approval system.
