Since the 19th National Congress,the government has focused on the digital transformation,and after the organic combination of this concept and the reform of’management and service’ emphasized by General Secretary Jinping Xi,provinces and cities across the country have started to explore the practice of ’Internet+government services’.In terms of practical effects,these practices have indeed objectively contributed to the all-round improvement of local government services,i.e.,the effectiveness of government service optimization has been observed in the context of digital governance,and new gains have been obtained.Based on this,this paper selects the ’Internet+government service’ practice of Suzhou Industrial Park as a specific research case,and conducts an in-depth interpretation through literature reading,questionnaire analysis and interview research.With the help of Citespace visual analysis software,the article systematically compares the development history of government services;draws on the American Customer Satisfaction Index(ACSI)model to identify and refine the specific indicators for evaluating the practice,and generates questionnaires and interview outlines;relies on the theoretical support of seamless government,combines the data of questionnaires and the results of interviews,and evaluates the practice samples of existing systems from the perspective of customers,competition and results.We analyzed the existing system’s practice patterns and existing problems from the customer perspective,the competition perspective,and the outcome perspective,respectively.In order to analyze the causes of the above-mentioned problems,the article discusses them from five perspectives:conceptual change,departmental collaboration,institutional guarantee,performance pressure,and assessment deviation,and combines the three main themes of digital governance theory with practice to propose the means of conceptual renewal,organizational reengineering and process optimization to dissolve the existing dilemmas to a certain extent,with a view to providing a sustainable optimization of local government services in the context of digital governance.The aim is to provide useful references for the continuous optimization and long-term exploration of local government services in the context of digital governance. |
