Research On Improving The Credibility Of H Municipal Government Statistics

Under the background of the continuous development of market economy,the reform of economic system and the development of digital economy make government statistics constantly face new challenges.The public has more needs and expectations for statistical data information,and began to pay more and more attention to government statistics and the authenticity,accuracy and timeliness of the statistical data published by the government.However,the public does not know enough about the government statistical data work and statistical data process,and does not cooperate with the statistical investigation work,which makes it difficult to effectively improve the credibility of government statistical data.In the face of the difficulties in improving the credibility of government statistical data,constantly promoting the reform of government statistical management system,ensuring the quality of statistical data and improving the service level of government statistics are the focus of deepening the reform of statistical modernization.On the basis of consulting a large number of documents and materials,combined with the statistical data work flow of H municipal government,this paper first shows the objective causes of the authenticity of H municipal government statistical data,including a unified reporting system,a complete statistical data information disclosure system and a strong atmosphere of statistical law.Then the survey was conducted by means of a combination of key interviews and questionnaires.It was found that the credibility of the statistical data of H municipal government is currently at a good level,but it can not fully match the development level of market economy and the needs of the public.Through interviews with 54 people from government statistics departments and staff of financial,scientific research,education and other institutions,we learned about the specific current situation of statistical work in H City,such as management mode,organization setting,team construction,statistical data production process and statistical information release,and sorted out the contents of the questionnaire according to the interview results;Then the questionnaire was randomly distributed through the wechat applet "questionnaire star",and a total of 195 valid questionnaires were collected.Through the questionnaire survey,we learned that the public and statisticians have continuously improved their demand and attention for government statistics,and have doubts about the statistical data of H city government.There are many problems and influencing factors in the credibility of statistical data of H municipal government,including objective problems such as method system and management system,as well as subjective problems such as insufficient professional ability of personnel.Combined with the results of the interview and questionnaire survey,it is found that the credibility of the statistical data of H municipal government has some problems,such as the lack of independence of the statistical department,the unmet needs of the public,the lack of trust of the public in government statistics,the lack of comprehensive professional ability of grass-roots statisticians,and the low degree of cooperation of the public with government statistics.Secondly,aiming at these problems,based on the "information asymmetry theory","new public management theory" and "total quality management theory",this paper designs and puts forward the optimization scheme to improve the credibility of statistical data.It is proposed to promote the scientific construction of government statistical work,improve the management mode of grass-roots statistical work,and build a highly standardized government statistical information disclosure system to further improve the credibility of H municipal government statistical data.Finally,in order to ensure the accurate and effective implementation of the optimization scheme,the safeguard measures of the optimization scheme are put forward from the three levels of system,organization and law.
