Research On Improving The Credibility Of Local Government Statistics Under The Territorial Management Mode

With the development of China’s economy and society,the importance of statistical work has increased year by year,and the credibility of government statistics has been paid more and more attention by government departments.The credibility of statistical data is the bottom line of the credibility of government statistics.Only by ensuring the authenticity and credibility of statistical data can we win the trust of the public in statistical work.In recent years,affected by the development of big data,the proportion of the public skeptical about the quality of statistical data is increasing.Influenced by the concept of political achievement,many local governments make an issue of statistical data and inject water into statistical data,which seriously affects the quality of statistical data,making the public think that statistical data only serve the government,not the public,which greatly reduces the credibility of government statistics.Therefore,the basis of doing a good job in statistical work and ensuring the credibility of government statistics is to ensure the accuracy,integrity and authenticity of statistical data.Only by ensuring the accuracy and integrity of statistical data can we provide scientific support for national decision-making and deployment,provide basic data support for economic and social development,and win the public’s trust in government statistical work.However,it is far from enough for the government’s statistical work only to ensure the accuracy and credibility of statistical data.In order to further improve the credibility of government statistics,we must keep up with the pace of the times,give full play to the role of statistical functions,release statistical data to the society in a timely and efficient manner,and provide more high-quality statistical services for the public.Local statistical departments are responsible for the collection,collation and release of local statistical data.Data quality has a great impact on the statistical credibility of local governments.The local statistical departments mostly belong to the territorial management mode and are managed by the local government in their work.Therefore,the statistical independence is poor and the statistical data are disturbed from time to time.In order to further study the factors restricting the statistical credibility of local governments and explore the methods to improve the statistical credibility of the government,this study takes Z City as an example,analyzes the current situation and shortcomings of the statistical credibility of Z city government based on the new public organization theory,information asymmetry theory and public goods theory,and adopts the methods of questionnaire survey and interview survey,And seriously consider the causes of the problems,so as to put forward the improvement plan for the statistical credibility of local governments,give full play to the functions of statistics in information,consultation and supervision on the premise of ensuring the authenticity of statistical data,and provide a solid statistical guarantee for the high-quality development of economy and society.
