The construction of the socialism with Chinese characteristics has stepped in new era,with new chances and new challenges.In the new era,it’s very important for the Communist Party of China and the government to cultivate the young cadres with high professional qualities and strong working abilities,providing the main force for building up the socialism with Chinese characteristics.General Secretary Xi Jinping stressed that it’s a project of vital and lasting importance for the Party and the government to cultivate the socialism successors generation after generation.We should regard the cultivation and use of young cadres as an important strategy and foundation with long-term project and strategy training for our construction and strive for socialism with Chinese characteristics.The hardest task of building a modern socialist country in an all-round way and achieving a great revival of the Chinese nation is in the grass-roots.The construction of the grass-roots is the basic point.As the young cadres that accept intensive cultivation of the Party and the country,the selected graduates are very important for construction of higher and specialized young cadres,solving the problems,such as aging of cadres,single source of cadres,lack of talent and so on.It’s also important for building a better contingent of cadres with more excellent and young talents with more vitality which benefits the construction of the comprehensive rural revitalization and modernization of agriculture and rural areas.Under the guidance of the human capital theory,two-factor theory and public service motivation theory,the thesis focus on the selected graduates in L county,J city,Shandong province of China between the year of 2009 and the year of 2020 with the questionaire survey method and the interview method.The thesis insight the career development,the position and the satisfaction of the selected graduates to find out the mentality,measure,effect and problems of the cultivation and use of the selected graduates.The problems include the single pattern of cultivation,the lack of chances to promote,the unmatched position with the major and characteristics of the selected graduates,the unremarkable effect of cultivating the selected graduates.The thesis analyses the reasons of the problems which refer to the indifference of the competent department,the sigle matten of training and cultivation and the unreasonable allocation.from the aspect of the selected graduates,they have biased self localization,the fear of hard tasks and inflexible working method.At last,according to the reasons and the research results that has been put forward before,the thesis puts up the advise for the cultivation and use of the selected graduates:broadening channels for selectiong and promotion,improving the long-term guidance mechanism,enriching training methods,new patterns of performance appraisal,establishing brand effecct with high quality and more opportunities and using in different positions.The writer expects the thesis can mostly benefit improving the effect of the selected graduates and the cultivation of cadres in constructing the socialism with Chinese characteristics and the grass-roots. |
