Abstract/Summary:
It is an important cadre system that the Communist Party of China has long adhered to and proved by practice to be in line with the law of cadres’ growth.It is also a basic work for training and selecting outstanding young cadres,strengthening the construction of the leading group and its reserve cadres.It is also a Chinese characteristic line explored by our party through continuous practice the construction of the cadre team.The selected graduates are widely regarded as the reserve candidates of the party and government leading cadres at the grass-roots level.Therefore,the cultivation and education,selection and use,assessment and incentive of the selected graduates have become the key steps of the management of the selected graduates.Xi Jinping selected graduates from selected general posts and made important instructions on strengthening and improving the work of selected graduates.After nearly 60 years of development and improvement,the selected graduates have been continuously recruiting young cadres,and strengthening the vitality of grassroots cadres,improving the ability of grassroots governance and the level of grassroots governance,and promoting the party’s policies,guidelines and policies.The implementation of the route at the grass-roots level provides human resources guarantee and talent support for comprehensively promoting rural revitalization.Although the work of selected graduates has achieved initial results,facing the new requirements and challenges of the new era,the management of selected graduates is also facing new situations and new problems.How to cultivate,use and build a team of selected graduates from the source to meet the needs of modernization and Rural Revitalization has become the key work at present and in the future.From the perspective of the staff of the Department in charge of the selected graduates,this paper takes the management of the selected graduates in Yingshan County of Sichuan Province as the research object,combined with the achievements and work experience of the management of the selected graduates in Yingshan County in recent years,through the use of Maslow’s hierarchy of needs theory,competency model,holistic governance theory,literature research method,questionnaire survey method this paper makes a comprehensive,systematic and comprehensive analysis of the basic situation and management status of the selected graduates in Yingshan County,Sichuan Province,summarizes the achievements and advanced work experience in the management of the selected graduates in Yingshan County,finds out and puts forward the problems existing in the management of the selected graduates in Yingshan County,deeply analyzes the causes of the problems,and puts forward the corresponding countermeasures and suggestions combined with the actual situation of Yingshan County,It provides practical value for further optimizing the management of the selected graduates in Yingshan County and promoting the construction of a high-quality and professional backbone team of ruling Sichuan and prospering Sichuan in the new era.Through the summary and analysis of the results of the questionnaire survey and interview,it is found that there are still some problems in the management of the selected graduate in Yingshan County,Sichuan Province,such as the lack of systematic development planning,the lack of training and development efforts,the serious mismatch between the personnel and posts,the prominent “ceiling” phenomenon of the promotion of the selected graduates,the lack of systematic development of the management of the selected graduates,the humanistic care of the selected graduates is not enough.This paper analyzes the causes of the existing problems from the perspectives of the management of the selected graduates and the selected graduates themselves.Combined with the actual situation of Yingshan County and the policies and regulations related to the management of the selected graduates,this paper puts forward some countermeasures and suggestions,such as improving the management system framework of the selected graduates in Yingshan County,improving the management mechanism of the selected graduates in Yingshan County,and correcting the concept cognition of the selected graduates in Yingshan County.This paper expands the research scope of the work of the selected and transferred students,and focuses on the whole process of the management of the education and training,selection and use,assessment and incentive of the selected and transferred students,so as to provide valuable reference for exploring a more comprehensive,scientific and effective management mode or path of the selected and transferred students,strengthening the construction of the grass-roots cadre team and promoting the revitalization of rural talents,It has reference value for Yingshan County of Sichuan Province to build the "Yingshan brand" of student selection and transfer management.
