The reserve cadre system of the Communist Party of China has experienced from the "reserve" cadres to "third tier" to the institutional establishment stage of development,in the process of its operation has played an important role in system,solves the problem such as China’s leading cadres of the old and new,to succeed,and after many years of perfect optimization,has become the party and the country one of the important system of the party and the talent cultivation,to promote the smooth progress of various undertakings in our country and the rapid development of economic society provides the party and government leadership talent base.The high quality ruling backbone is the party elite,namely the political elite.Around the "elite",the core of cadres training,using and rotation,the cultivation of the elite transformation can rely on internal selection and training of normalized and elite system implementation,system has experienced more than 30 years,change the reserve cadres of political elite transformation provides a strong support,to promote the sound development of the party and state reserve a solid talent base,fully embodies the party-government system in power cycle in the personnel system backbone,strengthening the ruling power,strengthen the ability of governing principle politics modernization initiative.Entering the new era of socialism with Chinese characteristics,it is more urgent to select and train outstanding young cadres.Therefore,improving the cultivation effect of political elite under the framework of reserve system is an important factor related to the governing ability of the Party and government.Based on the theory of political elite,human resources development theory as the theoretical basis,research on China’s reserve cadre training scenarios,the article summarizes the political elite should have ability quality,inductive carding on the current situation and the cultivating measures,found that under the existing mechanism,education training,communication and development,supervision and management,cadre individual quality is still needs to be optimized,education training,lack of pertinence in study design,single teaching means,cultivate channel is narrow,and the problems of training effect evaluation is not comprehensive.In the aspect of communication and development,there are some problems,such as practice training,false position and imperfect supporting system.Meanwhile,supervision and management are relatively weak,and supporting mechanisms such as incentive mechanism are relatively lacking,which also restrict the effect of cultivating mechanism.On the basis of the above research,this paper,based on the theory of human resources development and the theory of political elite,and against the background of the newly revised Regulations on the Selection and Appointment of Leading Cadres of the Party and government,puts forward some Suggestions to improve the cultivation system ofoutstanding young cadres.First of all,the cultivation mechanism should focus on the source of selection.Second,the cultivation mechanism should focus on improving professional quality and strengthening management supervision.At the same time,the goal of the cultivation mechanism should also encourage responsibility. |
