At present,China has entered the stage of rural revitalization.As the "main force"in the battle against poverty and rural revitalization and as the lowest level of the people’s government for policy implementation,every township civil servant shoulders an important mission.The potential of rural economic development is infinite.With the increase of the pace of development,the work task of township government is becoming more and more heavy,and the work pressure,working time and workload of township civil servants are increasing accordingly.Most of the villages and towns government cadres are "multiple jobs" "one speciality and many abilities”,is often overworked,not only working days working hours more than 8 hours,still have to work overtime on rest days,complex working environment,heavy work task,long-term high pressure condition,a direct impact on the stability of the civil servants,In particular,the loss of young civil servants in towns and townships is increasing.This paper by F county 10 years since 2012 through civil service examinations starting civil servants as the research object,analysis F all young civil servants loss situation causes and the impact of actively seeking to reduce the villages and towns young civil servants loss ratio of the related countermeasures,make great efforts to reduce wastage civil servants,to promote the overall working efficiency of villages and towns government provide effective reference.Through access to relevant state policies and regulations,and by applying the method of theoretical analysis,comparative analysis,investigation,survey data analysis,combining the theory of organizational behavior and other related knowledge,on the one hand,understand the villages and towns of the current work of the young civil servants,F county and township government policy,on the other hand through the designed questionnaire to understand young civil servants true inner thoughts,It includes the views on the existing work,the planning of the future work,and the idea of policies and regulations.Form data through surveys and statistics,combining existing theoretical foundations,summarize the causes,effects and countermeasures of the churn phenomenon.The paper summarizes the main reasons of loss into three aspects and six.For young civil servants in villages and towns,the lack of personal understanding of civil servant career and the blind spot of future planning are the main reasons for loss;For the village and township government,the matching degree of people and posts is relatively low and the lack of humanistic care for individuals;At the same time,from the objective conditions,as a section level administrative unit,the "ceiling" of promotion is too low;Pay performance standards are relatively low.On the basis of analyzing the causes and influences,this paper puts forward six countermeasures,such as broadening promotion channels,implementing "differentiated" reward mechanism,enhancing the benchmark of wage subsidies,increasing the matching degree of people and posts,promoting the humanistic concern,strengthening organizational culture,hoping to help alleviate the outflow of young civil servants in towns and villages.
