Research On The Optimization Of Real Estate Registration Services In Zunyi City Under The Background Of The "delegation, Regulation And Service" Refor

Real estate registration public service is changing towards high-quality development and focusing on service improvement under the requirements of pressing ahead with reforms to streamline administration and delegate power,improve regulation,and upgrade services;and the requirements of continuously enhancing people’s satisfaction and sense of acquisition.Along with the reform of government functions in China,real estate registration public service in city Zunyi based on the fundamentals,and actively from the direction of optimizing the business environment and further facilitating the people and enterprises.It has implemented some specific reform to improve the service level,however,there are some drawbacks such as inefficiency,low-quality on the service and "difficulty in obtaining a certificate and slow in obtaining a certificate".In order to effectively optimize the real estate registration services in Zunyi,this research study Zunyi ’ s real estate registration services from the processing duration,process,application materials,required fees and aspect of convenience using the literature analysis,comparative analysis and field investigation method.It finds that the major problems are insufficient handling materials,low work efficiency and convenience.Based on new public service theory and the "seamless government" theory,results show there are management gaps in the top-down planning and deployment,communication gaps in inter-departmental communication and docking,and the gaps between supply and demand between service provision and people’s expectations.Following with the advanced experience in the real estate registration services in other regions in China,this research proposes a path for the further optimization of real estate registration services in Zunyi: implementing standardization,promoting standardization,and promoting informatization.
