| "Run once at most" reform is a new word proposed in recent years to optimize government services.It is a new exploration to implement the reform of "release,management and service" and promote it from local experience to the whole country.It is also a practice of creatively promoting and comprehensively deepening reform.The unified registration of real estate is the responsibly unification of scattered departments but closely related such as land,sea area and housing construction through institutional reform,it is a key reform related to people’s livelihood in China in recent years.The "run once at most" reform flourished in southern China,while there was less researched in northern China.Yinchuan registered property index became the national benchmark from 2019 China business environment assessment result released in ’China business environment report 2020’,The national development and Reform Commission spoke highly of Yinchuan’s business environment as "Quzhou in the South and Yinchuan in the north".Under the background of the reform of "release,management and service",the government delegated the administrative power to the grass-roots units and encouraged the grass-roots units to explore the "run at most once" reform that suits the local reality and serves the people under the conditions of complying with national laws and regulations.Taking the real estate registration practice of Yinchuan City,which is more successful in the reform of Northwest China,as an example,it is necessary to systematically analyze the reform practice of "running at most once" and put forward the optimization path..Taking the "run once at most" reform in the field of real estate registration in Yinchuan as the starting point and using the holistic governance theory as the analytical framework,this paper makes a systematic analysis of the "run once at most" reform from citizen demand orientation of the integrity governance theory,coordination and integration mechanism,the relationship between goal and means,and network information technology,This paper analyzes the reform process,main measures and reform results of the "once at most" reform of real estate registration in Yinchuan,main practice and reform results,summarize the reform experience of "running at most once" of real estate registration in Yinchuan,explore the reform bottleneck that restricts the working people from really running only once in handling real estate registration business in the reform process,and put forward effective optimization countermeasures,so as to provide more useful reference and reference for grass-roots units across the country to promote the "running at most once" practical reform. |
